About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking industry feedback through a Sources Sought Notice for Enterprise Fire Alarm Control Panel (FACP) systems. The Army plans to procure FACP systems from four specific manufacturers (Honeywell, Johnson Control, Monaco, and Siemens) to standardize systems across Army installations in the Continental United States, Alaska, Puerto Rico, Hawaii, and select overseas locations. The primary objectives include reducing costs, minimizing downtime, and increasing workforce efficiency by limiting each garrison to a single product line from one of the four selected manufacturers. Interested vendors are required to provide information about potential competition, product alternatives, manufacturing details, Buy American Act compliance, and estimated life cycle costs. The planned NAICS codes for this opportunity are 561621 (Security Systems Services) and 334290 (Alarm Systems and Equipment Manufacturing), with all written questions due by 12:00 PM CDT on 10 Apr 2025 and responses to the Sources Sought Notice due by 12:00 PM CDT on 24 Apr 2025.

There are currently no set-aside designations for this contract opportunity. The procurement will cover FACP systems for all IMCOM installations, with each location restricted to using a single manufacturer's product line from the four pre-selected vendors. While specific award values are not disclosed, the enterprise-wide nature of the procurement suggests a potentially significant contract scope. The Army's approach indicates a strategic effort to consolidate and standardize fire alarm control systems across multiple installations, which could potentially impact the entire FACP systems market. Vendors interested in this opportunity are encouraged to contact Contract Specialist Brayden Lazenby or Contracting Officer Sylvia Farmer to provide detailed feedback and explore potential competitive strategies. The comprehensive approach suggests the Army is seeking a long-term, standardized solution that will streamline fire alarm system management across its diverse installation network.
