About this file
This is a Sources Sought Notice (SSN) released by the U.S. Army Installation Management Command (IMCOM) seeking industry feedback on standardizing Fire Alarm Control Panel (FACP) systems across Army installations. The Army plans to procure FACP systems from four specific manufacturers (Honeywell, Johnson Control, Monaco, and Siemens), which currently comprise 99% of existing FACP system inventory, to reduce costs, minimize downtime, and increase workforce efficiency. The standardization will cover installations in the Continental United States, Alaska, Puerto Rico, Hawaii, and some overseas locations, with each garrison limited to a single product line from one of the four selected manufacturers.
Interested vendors are invited to respond by 12:00 PM CDT on 24 Apr 2025, submitting information about potential competition, product alternatives, manufacturing details, compliance with the Buy American Act, and estimated life cycle costs. The Army seeks feedback on how to best structure contract requirements to facilitate competition, including among small businesses. The planned NAICS codes are 561621 (Security Systems Services) and 334290 (Alarm Systems and Equipment Manufacturing). Potential offerors should contact the Contract Specialist Brayden Lazenby or Contracting Officer Sylvia Farmer via email, and all questions must be submitted in writing by 12:00 PM CDT on 10 Apr 2025.

SOURCES SOUGHT NOTICE
IMCOM Enterprise Fire Alarm Control Panel Systems
This is a Sources Sought Notice ONLY. The United States Army is planning to procure Fire Alarm Control Panel (FACP) systems on a brand name basis from specific manufacturers for all IMCOM installations located within the Continental United States (CONUS), Alaska, Puerto Rico, and Hawaii as well as some Overseas U.S. Army garrison locations in order to standardize FACP systems across all Army Installations.
BACKGROUND: Headquarters, U.S. Army Installation Management Command requests specific brand name manufacturers of FACP systems for lifecycle replacement and new installation at Army garrisons located in the CONUS, Alaska, Puerto Rico, and Hawaii as well as some overseas locations. This action is taken in accordance with Army Facility and Construction Category Management Policy and Installation Management Command (IMCOM) designation as Facilities Category Lead for the Army. The Facilities Category Manager has determined an enterprise-wide standardization to be in the best interest of the Army for the use of a FACP systems from select manufacturers for IMCOM Army garrisons for both replacement of and new FACP system installations.
Through data collection and analysis, the IMCOM Facility Category Manager found that the United States Army Garrisons (USAGs) under IMCOM, operate, maintain, and procure FACP systems from thirty-eight (38) different manufacturers. By reducing the number of different FACP system manufacturers in the inventory and limiting FACP system acquisition to a smaller select number of manufacturers (consisting of Honeywell, Johnson Control, Monaco, and Siemens which currently comprise 99% of the existing FACP systems inventory) the Army can achieve greater cost efficiency and lower the total cost of ownership over the 10–15-year life expectancy.
Based on the existing FACP systems inventory and the need to reduce cost, minimize downtime, and increase workforce efficiency and effectiveness, USAGs wish to standardize to a single manufacturer of choice, and IMCOM plans to standardize to four manufacturers across the enterprise. This standardization will include only a single product line for that manufacturer at each garrison, as different product lines from the same manufacturer are not interchangeable.
This will allow IMCOM Army garrison contracting activities to solicit and award Firm-Fixed- Price (FFP) contracts where the requirement is specifically for a FACP system of choice replacement from the list of four manufactures. When a new FACP system installation is required as part of a larger construction project requirement, the U.S. Army Corp of Engineers (USACE) will solicit and award the contract to procure and install the FACP system of choice for that installation.
The statutory authority for limiting competition to these brand names will be 10 U.S.C.
3204(a)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements for a system of choice.
This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S.
Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.
The planned NAICS code(s) used for these future buys is NAICS 561621 Security Systems Services (except Locksmiths) or 334290- Alarm Systems and Equipment Manufacturing.
However, please note that the individual NAICS code for a specific buy will be determined by the procuring Contracting Office. These NAICS codes are used for the purpose of this notice only.
