About this opportunity
The Department of the Army, specifically the Ground Vehicle System Center (GVSC) Software Engineering Center (SEC), is issuing a Request for Information (RFI) to identify vendors capable of providing an enterprise-level cloud storage solution for market research purposes. The solution must be authorized to operate at Department of Defense Impact Level 5 (IL5) for Controlled Unclassified Information (CUI) and support initial storage capacity of 25 Terabytes with scalability, high availability, and data durability features including Locally-Redundant Storage (LRS) and Read-Access Geo-Redundant Storage (RA-GRS) options. Critical requirements include Common Access Card (CAC) authentication, transparent pricing with preference for fixed-rate models without variable egress fees, support for modern access protocols (HTTPS, REST APIs, AWS CLI, and desktop applications), and data management capabilities such as versioning, automated configurable backups with retention policies, and user account management. The RFI is for informational purposes only and does not establish evaluation criteria for future contract awards, as responses are not required for award eligibility consideration. Vendors must submit responses by 3:00 P.M. EST on March 13, 2026, to rachel.l.serra.civ@army.mil, with responses limited to 15 pages (excluding attachments and title page) using Times New Roman 12-point font, one-inch margins, and not exceeding 10 megabytes in file size.
This announcement carries no set-aside designation and identifies no incumbent contractors or current service providers. The RFI does not establish a specific award value or budget range, as this is a market research instrument intended to gather information about available commercial-off-the-shelf (COTS) and government-provided cloud solutions from any IL5-authorized Cloud Service Provider, including AWS GovCloud, Microsoft Azure Government, Oracle Cloud Infrastructure (OCI), or DISA-provided offerings. Respondents should provide Rough Order of Magnitude (ROM) costing for the 25 Terabyte solution including annual/monthly subscription costs, ingress/egress charges, optional features, and one-time fees, along with information about existing government contract vehicles available for future procurement. Vendors must include corporate information, CAGE Code, relevant federal contracting experience, detailed technical approach addressing each capability requirement, and onboarding and support details in their responses submitted in Microsoft Word or Adobe Acrobat format.
