About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is conducting market research through a Request for Information (RFI) on enterprise-level artificial intelligence governance, management, and implementation support, with responses due June 23, 2026 at 1:00 PM EST. This RFI does not constitute a binding commitment or guarantee of future solicitation.

The VA Chief AI Officer and associated offices seek a multidisciplinary contractor team to manage the full lifecycle of AI use case review, regulatory compliance tracking, stakeholder engagement, data pipeline management, and governance product development across the enterprise. Work is performed primarily at contractor facilities with potential on-site support at VA Central Office in Washington, D.C. The anticipated contract structure includes one 12-month base period with four 12-month option periods.

Scope encompasses two functional tracks. Track 1 addresses AI Management and Standards: AI use case review and inventory management, LLM-enabled governance tooling development, quality assurance for AI-generated outputs, data pipeline management, human-centered design and UX testing, strategic communications, federated governance model transition support, and federal compliance tracking aligned with OMB Memorandum M-25-21. Track 2 covers AI Strategy and Enterprise Execution: enterprise AI landscape assessment, AI investment prioritization, and roadmap development to drive scalable AI adoption across VA's workforce with varying AI familiarity and program offices with distinct missions and risk tolerances.

All solutions must operate within VA-approved environments, comply with Section 508 accessibility standards, and maintain strict data handling protocols with no use of VA data for training non-VA AI models without written authorization. Capability statements are limited to 10 pages excluding a Rough Order of Magnitude pricing estimate. Small businesses must address Service-Disabled Veteran-Owned Small Business compliance under VAAR 852.219-10. Submit responses to Contract Specialist Amber Davis (Amber.Quivers-Davis@va.gov) and Contracting Officer Joseph Jones (joseph.jones6@va.gov).
