About this opportunity
The Federal Aviation Administration (FAA) Technical Center is seeking to procure services for the enhancement of FAALCAn, a web-based Life Cycle Assessment tool designed for airports. The contractor will be responsible for expanding the tool's functionality over a 24-month period of performance, including enhancing reporting capabilities for domestic aggregate resource use and recycled material consumption, integrating FAALCAn with existing FAA tools (FAARFIELD and AIRCOST), developing a comprehensive database of domestic supply chains with geographic and power source information, and creating a Section 508-compliant training program for airport authorities and consultants. Key requirements include providing all necessary personnel, technical expertise, and resources to complete four major tasks that are each subject to FAA stakeholder review. Interested vendors must submit a Capabilities Statement limited to three pages (excluding cover page) by 5:00 p.m. EST on April 20, 2026, addressing company information, relevant technical experience, and past performance on similar contracts within the last three years. The evaluation criteria and acquisition strategy have not yet been determined by the FAA, and this market survey is intended only to identify capable sources prior to formal solicitation.
This procurement includes no set-aside designations and contains no incumbent contractors or current award values identified in the pre-solicitation materials. The contract is structured as a 24-month performance period with specific deliverable dates, including a task plan due 15 working days after contract award, quarterly reports, annual reports, and final deliverables due 30 working days before the period end. The FAA plans to reimburse travel costs on a cost-reimbursable basis for three two-day training workshops scheduled in Washington D.C., Chicago, and Seattle. Interested contractors should note that this is a market survey announcement and not a formal Request for Proposal; therefore, the FAA will not pay for information received or costs incurred in preparing responses. Submissions should be sent via email to Christine.M.Melton@faa.gov with the subject line "Market Survey Response - Enhancement of FAALCAn," and respondents are prohibited from contacting the Technical, Requiring, or Program Office regarding the market survey.
