About this opportunity

The Department of the Army's Product Manager Wideband Enterprise Satellite Systems (PdM WESS) is seeking sources for Enhanced Bandwidth Efficient Modem (EBEM) Digital IF Modems (DMs) and Virtual Modems (VMs) to integrate with emerging Digital IF networks in DoD SATCOM Gateways. The RFI targets large and small businesses experienced in DoD SATCOM modems, NATO STANAG 4486 compliance, and Digital IF interfaces, with specific technical requirements including support for specific waveform functions, encryption capabilities, and cybersecurity provisions. Vendors must provide detailed information about their proposed solutions, focusing on payload support, digital interface capabilities, performance metrics, and management and control provisions. The government's primary objectives include modernizing existing SATCOM gateways, addressing growth in user demand, reducing equipment footprint, and supporting digital ground segment architecture. Interested vendors must submit their comprehensive responses in PDF or Microsoft Word format to Contract Specialist Keith Magaw by June 13, 2025, with the final solicitation expected to be released later in the year.

The pre-solicitation notice does not specify a specific set-aside, but notes that small businesses are defined as those with 750 or fewer employees in the NAICS 334220 classification for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. No specific incumbent contractors or current service providers are mentioned in the document. While the RFI does not outline a specific award value or budget range, it seeks solutions that can support multiple mission carrier pairs within a 1RU rack environment, with vendors asked to provide cost-per-mission details. The government is interested in commercially available off-the-shelf (COTS) products that can be rapidly integrated, with a focus on solutions that can support various modulation and coding schemes, encryption standards, and digital interface protocols. The timeline for potential fieldable versions of the proposed technology is also of interest, with the government seeking insights into realistic development and deployment horizons.
