About this opportunity

The Bureau of Indian Education (BIE), a component of the Department of the Interior, is seeking market research through this Sources Sought Notice to inform its acquisition strategy for a comprehensive English Language Proficiency (ELP) Assessment Ecosystem serving grades K-12 across 183 BIE-funded schools in 23 states. The government seeks a fully operational, U.S. Department of Education-approved solution that includes standard and alternate ELP assessments, ELP screeners, online and paper-based administration capabilities, a complete technology platform (preferably commercial off-the-shelf), registration systems, scoring, reporting, training, technical support, and project management services. Key requirements mandate CONUS-only data residency, compatibility with BIE systems (NASIS and Data Warehouse), 100% on-time delivery of materials and scoring, 15-minute average helpdesk hold times with 95% service level agreement adherence, and full compliance with federal privacy and security regulations including FERPA, COPPA, CIPA, FISMA, and FedRAMP standards. This is a Request for Information (RFI) notice issued solely for market research purposes to determine appropriate acquisition strategy, contract type, vendor capability and availability, and the scope and structure of the future solicitation; responses will not result in a contract award. The RFI deadline is April 22, 2026, with vendors required to submit only the completed RFI form without supporting documentation.

This Pre-Solicitation Notice contains no set-aside designation, meaning the future contract will be open to full competition without preferences for small businesses or other designated categories. No incumbent contractors or current contract information is identified in this market research phase. The SOW specifies deliverables across seven primary task areas including assessment administration, student registration portal deployment (within 60 days of award), end-user training with up to 25 onsite events, scoring and reporting with 30-45 calendar day EDFacts-compliant delivery timelines, project management with weekly status meetings, and four-tier helpdesk services operational Monday-Friday during specified phases. Contractor personnel must obtain BIE federal background clearances (approximately 60-day processing time), maintain security awareness training, and comply with Section 508 accessibility standards and NIST security controls. While specific budget values are not disclosed in the Pre-Solicitation Notice, the comprehensive nature of the ecosystem requirement and multi-year service delivery obligations across 183 schools suggest a substantial contract value; interested vendors should prepare proposals demonstrating experience with large-scale education assessment systems and demonstrated cultural competency in serving Native American populations and tribal communities.
