About this file
This is a Request for Information (RFI) document issued by the Bureau of Indian Education (BIE) to assess vendor capacity and feasibility for delivering a comprehensive English Language Proficiency (ELP) Assessment Ecosystem for BIE-funded schools serving grades K-12 across 183 schools in 23 states. The RFI seeks to determine whether vendors can realistically fulfill the complete scope of work outlined in the Cooperative Agreement Statement of Work, identify which components vendors can provide directly versus through subcontracting, and understand barriers or limitations to service delivery.
The RFI contains six categories of assessment questions addressing vendor capabilities: Feasibility (ability to fulfill all SOW components and identification of subcontracting needs); Staffing and Recruitment (experience with Native American populations, cultural competency, and anticipated challenges in rural and tribal communities); Service Delivery Model (logistical and operational challenges and support needs from BIE); Compliance and Documentation (experience with student information systems, API familiarity, Infinite Campus product knowledge, and data reporting processes); Recommendations (suggested performance metrics or deliverables); and Vendor Type (business classification and primary K-12 assessment experience). Vendors must complete the RFI form in its entirety with responses to each question and return only the completed RFI document; supporting documentation or capability statements will not be accepted. The underlying federal contract opportunity seeks a turnkey ELP assessment solution providing standard and alternate assessments, screeners, online and paper-based administration, technology platform integration, data security, training, technical support, and compatibility with BIE systems including NASIS and Data Warehouse, with CONUS-only data residency requirements.
