About this opportunity
The Department of Agriculture Forest Service seeks Aviation Engineering Support Services via a 5-year multi-year Indefinite Delivery Indefinite Quantity contract with proposals due July 6, 2026 (with an earlier proposal deadline of July 1, 2026 at 1:00 PM Mountain Time for electronic submission). The procurement is a total small business set-aside and will award up to three contracts with a combined maximum value of $9,000,000, effective September 1, 2026 through August 31, 2031.
Place of performance is the United States. The contract will compensate contractors on a firm fixed-unit-price basis for approximately 1,500 hours per year of engineering services across all five years, including aircraft certification and modification, aging aircraft sustainment analyses, aircraft operational loads data analysis, compliance determinations, miscellaneous engineering projects, and retardant delivery system integration support for large aircraft. The Forest Service operates a fleet of aircraft used in wildland firefighting, including the Shorts SD3-60 Sherpa, de Havilland DHC-6 Twin Otter, and Beechcraft King Air.
The Program Manager must have 15 years of aviation structural analysis experience, a Master's degree in Mechanical or Aerospace Engineering from an ABET-accredited institution, and a current professional engineering license. Additional personnel must include those with 10 or more years of FAA aircraft structural analysis experience, FAA Designated Engineering Representative status in Part 23 and Part 25 structural functions, Finite Element Modeling expertise, structural health monitoring experience, and familiarity with the specified aircraft models. Proposals must include completed Standard Form 1449 blocks, proposed pricing for each contract year, FAA maintenance authority documentation, and demonstrated capability information, submitted electronically to Robert.Pfeil@usda.gov.
Evaluation weighs technical qualifications as most important, followed by past performance and price, with technical capability combined with price considered significantly more important than price alone. NAICS code is 541330, Engineering Services, with a size standard of $25.5 million.
