Summary

This Request for Proposal (RFP) solicits proposals for Aviation Engineering Support Services from qualified contractors to support the U.S. Department of Agriculture Forest Service's fleet of aircraft used in wildland firefighting. The Government intends to award a multi-year, 5-year base Firm-Fixed-Price Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to up to three qualified contractors, effective September 1, 2026 through August 31, 2031, with a maximum contract value of $9,000,000. The contract will compensate contractors on a firm fixed-unit-price basis for engineering services estimated at 1,500 hours per year across all five years. Services include aircraft certification and modification, aging aircraft sustainment analyses, aircraft operational loads data analysis, compliance determinations, miscellaneous engineering projects, and retardant delivery system integration support for large aircraft.

Proposals are due by July 1, 2026 at 1:00 PM Mountain Time and must be submitted electronically to Robert.Pfeil@usda.gov with completed Standard Form 1449 blocks, proposed pricing for each contract year, FAA maintenance authority documentation, and demonstrated capability information. The Government will evaluate proposals using technical qualifications (most important), past performance, and price, with technical capability combined with price considered significantly more important than price alone. Key personnel requirements specify a Program Manager with 15 years of aviation structural analysis experience, a Master's degree in Mechanical or Aerospace Engineering from an ABET-accredited institution, and a current professional engineering license. Additional staffing requirements include personnel with 10+ years of FAA aircraft structural analysis experience, FAA Designated Engineering Representative (DER) status in Part 23 and Part 25 structural functions, Finite Element Modeling expertise, structural health monitoring experience, and familiarity with specific aircraft models including the Shorts SD3-60 Sherpa, de Havilland DHC-6 Twin Otter, and Beechcraft King Air. The NAICS code is 541330 (Engineering Services) with a size standard of $25.5 million.
