About this opportunity
NASA's Shared Services Center has published a Special Notice regarding engineering support for the EXoplanet Climate Infrared TElescope (EXCITE) mission. The agency intends to issue a sole source contract to TRIGGS TECH LLC, a company located in Ellicott City, Maryland, under the authority of FAR 13.106-1(b)(1)(i), as it has been determined to be the sole provider capable of delivering the required engineering support services. Performance will be conducted at NASA's Goddard Space Flight Center (GSFC). The procurement will be executed as a commercial items and services acquisition under FAR Parts 12 and 13. The relevant NAICS code is 541330, classified as Engineering Services.
The Special Notice invites interested organizations to submit written capabilities and qualifications by March 17, 2026, at 3:00 p.m. Central Standard Time to determine whether the procurement should proceed on a competitive basis rather than as a sole source award. The Statement of Work requires comprehensive laboratory and operational support for mercury cadmium telluride (HgCdTe) detector systems, including design and implementation of custom laboratory instrumentation, real-time analysis solutions, equipment integration, testing and training services, field campaign deployment support, and system documentation. Contractors must demonstrate expert-level knowledge in HgCdTe detector readout and control, ACADIA controllers, cryogenic systems for suborbital platforms including stratospheric balloons and aircraft, and field deployment from NASA facilities in Palestine, Texas and Fort Sumner, New Mexico. The period of performance extends from January 1, 2026 through December 31, 2027. Only written submissions will be considered, and the government retains sole discretion to determine whether to proceed with competitive procurement based on responses received.
