The contractor(s) shall provide normally recurring, long-term services to meet the required conventional programmatic engineering support necessary for ARDEC projects. The specified engineering services are conforming representations of distinctive regular and frequent engineering requirements for Weapon Software & Engineering Center's (WSEC's) Automated Test Systems Divisions' repetitive engineering services. These services include all aspects of major automated test systems, test system and Test Program Set design and development, investigative procedures for testability using fault tree and root cause analysis, weapon system Level of Repair Analysis, test strategy investigation, DoD commonality studies, DoD (Automated Test System) ATS guidelines, technical risk analysis, technical cost analysis, lifecycle cost estimating, development of special assembly/sub-assembly, and test equipment, preparation of drawings for design and the conduct of testing and test analysis at government and non-government test facilities. The contractor(s) will provide designs, engineering, and test-engineering services related to weapons technologies. These services will involve a wide array of projects and products that include embedded diagnostics, at the system (AT)-System testing, off platform testing, line replaceable units, shop replaceable units, software loader/verifiers, virtual maintenance, weapon system embedded diagnostic support, simulation systems and other related equipment and supplies. The services will support present test systems and ATSD products/programs as well as future test requirements. Expected products from this effort will be complete production quality Automated Test Equipment (ATE) systems, product improvements and maintenance to ATE systems, obsolescence mitigation, test program sets to support current and future weapon systems, such as; Stryker, Common Remotely Operated Weapons Stations (CROWS), Paladin, Abrams and Bradley, etc., product improvement evaluations and recommendations to the Next Generation Automatic Test System as well as other major Department of Defense (DoD) test assets, Implementation of test station improvement programs, the development and fabrication of test stations or their sub-systems to support these weapon systems, the development of interactive electronic manuals to support maintenance/support functions for the afore mentioned systems, program management functions to include, project planning, risk mitigation, schedule development and maintenance, and documentation development, and technical data development for all hardware developed.
