About this opportunity

The Department of the Navy's Naval Surface Warfare Center Philadelphia Division (NSWCPD) is seeking engineering services to support Air Conditioning and Refrigeration (AC&R) systems across Navy surface ships and submarines. The procurement encompasses comprehensive technical support for multiple system types, including single-stage and two-stage centrifugal systems, dual screw and reciprocating compressor systems, rotary vane systems, and modular refrigeration units ranging from 110 to 1,100 tons. Key contract requirements include modifying existing equipment, fabricating prototype systems and components, conducting testing and qualification, performing engineering analyses, providing installation and startup services, and developing technical documentation including manuals, drawings, and reports. Personnel must be U.S. citizens, and the contractor must comply with specific cybersecurity, quality management, and risk management provisions. The government intends to pursue this procurement on a sole-source basis and has issued this Request for Information (RFI) to interested sources by October 31, 2025, to inform the procurement strategy determination.

This is not a set-aside contract and no incumbent contractor is identified in the solicitation materials. The work involves approximately 205,203 total labor hours distributed across multiple labor categories, with 90 percent of services to be performed off-site and 10 percent on-site at locations including Philadelphia, Norfolk, Mayport, and San Diego. No specific award value or budget range is disclosed in the pre-solicitation notice. The contract will support NSWCPD Code 411's responsibility for Navy ship and submarine AC&R systems, with emphasis on developing advanced technologies such as variable speed drives, oil-free magnetic bearings, and modular refrigeration systems. This RFI period represents an early opportunity for potential contractors to demonstrate capability and interest before formal solicitation.
