About this opportunity
The Department of the Navy Naval Sea Systems Command, through Naval Surface Warfare Center Crane Division, has issued a Special Notice regarding engineering services and supplies for critical radar and fire control systems. The notice announces the agency's intent to issue Job Order 0001 under an existing Basic Ordering Agreement with Raytheon Company for work on the AN/SPY Radar System, AEGIS MK99 Fire Control System, Radar Transmitter Groups, and related ancillary equipment. This procurement will be conducted on a sole source basis under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, with Raytheon identified as the only source capable of providing the required specialized services. The notice was posted on October 2, 2025, with the same due date for any responses. The anticipated contract award date is April 30, 2026, and the work falls under NAICS code 541330 for Engineering Services.
The primary purpose of this Special Notice is to inform the contracting community of the Navy's intention to award a noncompetitive contract for modernization improvements, capability enhancements, sustainment, readiness activities, and system upgrades for advanced naval radar and fire control systems. The anticipated performance period includes one base year with four option years, and the procurement will be conducted under FAR Part 15 negotiation procedures rather than through a competitive solicitation process. While the contract is designated as sole source to Raytheon, responsible sources may submit capability statements for the government's consideration, though any decision to change the acquisition strategy to competitive procurement remains at the agency's discretion. The notice also indicates that companies interested in subcontracting opportunities should contact Raytheon directly at their Marlborough, Massachusetts facility. No request for proposal will be made available through the standard government solicitation system, as it will be provided directly to the prime contractor.
