About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center Wright Patterson Air Force Base is seeking contractors for the Engine Component Improvement Program (CIP) Follow-On Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. This procurement will provide engineering and test support services for improving Air Force gas turbine engines dating from the mid-1950s, with the objective of enhancing flight safety, resolving operational deficiencies, improving reliability and maintainability, and reducing total ownership costs for aircraft engines. The CIP represents the sole source of sustaining engineering for improvements to the active inventory of Air Force gas turbine engines and encompasses research, development, test, and evaluation activities. Companies must submit a capabilities package that includes detailed information about their business size, ownership status, NAICS codes, potential contract role, systems engineering capabilities, previous project experience, and ability to handle classified materials. The response deadline is September 2, 2025, at 1600 EST, with submissions limited to 8 pages in Adobe or MS Word format.

While this opportunity currently shows "No Set-Aside Used," the Air Force is contemplating setting this acquisition aside for Small Businesses, with a key requirement that at least 50 percent of contract performance costs for personnel be expended on employees of the qualifying concern. The solicitation does not identify any current incumbents or potential contractors by name in the available documentation. No specific contract values, budget ranges, or award amounts are disclosed in this pre-solicitation notice. The timeline for services spans the ongoing sustainment needs of Air Force gas turbine engines, which represents a long-term engineering support requirement given that these engines date back to the mid-1950s and remain in active inventory. The procurement falls under NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences, indicating the technical complexity and specialized nature of the required services.
