About this opportunity
The Department of Energy, through the Lawrence Berkeley National Laboratory (LBNL), is seeking proposals for the fabrication and delivery of two Energy Storage Systems (ESS) for the Parks Reserve Forces Training Area (PRFTA) in Dublin, California. The ESS will have a capacity of approximately 0.5 to 1 megawatts and 2 megawatt-hours, and will be connected to a 21 kilovolt distribution loop to provide energy storage capabilities and enhance grid stability at the training area. The solicitation outlines technical requirements for the ESS, including the battery management system, storage capacity, power output, lead time, and environmental enclosure. Proposals will be evaluated on both technical and non-technical factors, with price considered but not the sole determining factor. Proposals are due by May 29, 2024.
This solicitation is not a small business set-aside, and the North American Industry Classification System (NAICS) code is 335910 (Battery Manufacturing) with a small business size standard of 1,250 or fewer employees. The contract will be awarded by the Department of Energy under LBNL's prime contract for the management and operation of the laboratory. The place of performance is the Parks Reserve Forces Training Area in Dublin, California, and the government has not provided any information about potential incumbents or current contractors.
Notice text
The Lawrence Berkeley National Laboratory requests a proposal for fabrication and delivery of two Energy Storage Systems.
LBNL is leading a project to develop and demonstrate a modular microgrid. The microgrid design includes two layers of resiliency: an islanded operation of the entire base in case of an outage and the ability to island one or more groups of critical loads in the event of an internal fault. The nesting capability will enable islanded operation of critical loads supported by the site’s own photovoltaic system and battery, electrically disconnected from the larger microgrid.
The Parks Reserve Forces Training Area in Dublin, California serves as a training area for an estimated 250 reserve units and 20,000 reservists in northern California, including the Army Reserve, Army National Guard, active Army, and active and reserve units of the Air Force, Navy, and Marine Corps. Other Federal, state, and local entities also use this installation.
This solicitation is for two Energy Storage Systems that will have a capacity of approximately 0.5 to 1 megawatts and approximately 2 megawatt-hours and will be connected to a 21 kilovolt distribution loop to provide energy storage capabilities and enhance grid stability at the Parks Reserve Forces Training Area. Installation is not included, only delivery and supervision during start-up/commissioning.
