About this opportunity

The National Oceanic and Atmospheric Administration seeks energy management services for Johnson Controls International Building Automation Systems at the Hollings Marine Laboratory in Charleston, South Carolina, with quotes due August 12, 2026 at 12:00 p.m. EST. This is a Total Small Business set-aside (NAICS 238220, $19 million size standard).

Place of performance is 331 Fort Johnson Road, Charleston, South Carolina 29412. The period of performance runs September 1, 2026 through August 31, 2027, or until all JCI-controlled systems are decommissioned or transitioned to Honeywell, whichever occurs first, with government discretion to extend based on conversion status and funding availability.

Per Amendment 001 issued August 4, 2026, the scope has been significantly narrowed to cover exclusively the seawater system controls (including troubleshooting, diagnostics, corrective maintenance, and limited preventive maintenance of JCI Metasys control components, sensors, actuators, programming, and alarms). Excluded from scope are all Honeywell-converted systems (H, A, B, C, and D Wings), the NMR facility, E and F Wings, intake and return pumps, heat exchangers, UV filtration systems, air blowers, and aquatic monitoring panels unless separately authorized in writing. Technicians must possess documented, system-specific training and demonstrated experience with the JCI Metasys platform (resumes or training records required with quotations); JCI-authorized partner status is not required. The contractor must provide 24/7 emergency response capability with a 30-minute callback requirement and 2-hour maximum on-site response time. All work during standard hours is 7:00 a.m. to 4:00 p.m. Monday through Friday, excluding Federal Holidays.

This is a firm-fixed-price award with Net 30 payment terms. Department of Labor prevailing wage rates (WD 2015-4427, Revision 33, dated May 13, 2026) apply. Evaluation uses pass/fail criteria: Technical Acceptability/Capability (demonstrating relevant experience within the past two years), Past Performance (on related contracts), and Price (lowest-priced, technically acceptable quote wins). All offerors must maintain active SAM registration and submit signed SF 1449 and SF 30 forms. Questions are no longer accepted; all clarifications appear in the attached "Scope Clarification" document.
