About this file
This is a Statement of Work for Energy Management Services at Hollings Marine Laboratory (HML), a NOAA facility located in Charleston, South Carolina.
The contract requires Johnson Controls International (JCI) Building Automation Systems (BAS) support services for legacy Metasys-controlled systems during a phased transition to Honeywell Tridium platform controls. In-scope systems include Wings E and F, NMR facility, and the Seawater System with associated components (intake/return pumps, heat exchangers, UV filtration, air blowers, and aquatic monitoring panels). The contractor must provide qualified, factory-trained BAS technicians with demonstrated Metasys troubleshooting experience, NOAA IT/cybersecurity compliance capability, and personnel trained in lockout/tagout, electrical safety, hazard communication, PPE, and fall protection. Services include as-needed troubleshooting, diagnostics, corrective maintenance, and limited preventive maintenance (focused on mission-critical systems). The contractor supplies all labor, materials, and compatible replacement parts for sensors, actuators, relays, control wiring, and field devices. Emergency response capability is required with 24/7 availability, 30-minute callback requirement, and 2-hour on-site response time. Wiring and panel cleanup work is available as directed by the government. The period of performance shall not exceed one year from award or until all JCI-controlled systems are decommissioned or transitioned to Honeywell, whichever occurs first, with government discretion to extend support based on conversion status and funding availability, particularly for the Seawater System controls.
Deliverables include service reports for all visits and repairs, documentation of replaced parts, monthly replacement parts reporting, targeted preventive maintenance inspections, as-needed Metasys system access support, and a transition closeout report at contract end. Explicitly excluded from scope are all Honeywell-converted systems (H, A, B, C, and D Wings upon completion), Phoenix valve controls, laboratory exhaust systems under Honeywell, and Honeywell Tridium systems. The Technical Point of Contact is Richard Sparkman; scheduling coordination contacts are Ron Skelly and Jason Hartman (Building Systems Program Manager).

Facility Location:
Department of Commerce (DOC) / National Oceanic and Atmospheric Administration (NOAA) / National Ocean Service (NOS) Hollings Marine Laboratory (HML) 331 Fort Johnson Road Charleston, South Carolina 29412
Client Information:
The client is the Hollings Marine Laboratory (HML), represented by Richard Sparkman, Technical Point of Contact (TPOC) and Supervisory Facilities Manager.
Purpose:
The purpose of this requirement is to provide targeted technical support, troubleshooting, and limited preventive maintenance for remaining Johnson Controls International (JCI) Metasys-based Building Automation Systems (BAS) that have not yet been transitioned to the Honeywell Tridium platform at Hollings Marine Laboratory.
This requirement reflects the current phased migration status and is limited to legacy JCI-controlled systems within Wings E, F, NMR, and the Seawater System. The contract ensures continuity of operations, laboratory safety, and system reliability during the remaining transition period.
The Seawater System represents the primary long-term support area, as it is not currently included in the Honeywell controls conversion scope and will require sustained JCI controls support until future funding and conversion efforts are executed.
Qualifications:
The Contractor shall provide qualified, factory-trained BAS technicians with demonstrated experience supporting JCI Metasys systems or equivalent legacy controls platforms.
The Contractor must:
a. Demonstrate experience with Metasys BAS troubleshooting, diagnostics, and repair
b. Be capable of working on proprietary or legacy controls systems
c. Provide personnel trained in lockout/tagout, electrical safety, hazard communication, PPE, and fall protection
d. Comply with NOAA IT and cybersecurity requirements where applicable
e. Provide emergency response capability within required timeframes
1. Scope of Work
The Contractor shall provide troubleshooting, diagnostic services, corrective maintenance, and limited preventive maintenance for JCI Metasys-based controls and associated field devices that remain in operation at Hollings Marine Laboratory.
Services shall be performed on an as-needed basis to sustain system functionality until full decommissioning or conversion to Honeywell controls is completed.
This contract supports a transitional environment and shall not be treated as a full lifecycle maintenance contract.
2. In-Scope Services
2.1 Building Automation Systems
Support is limited to remaining Johnson Controls International (JCI) Metasys-controlled systems that have not yet been migrated to the Honeywell platform. This includes:
a. Wings E and F

c. The Seawater System and all associated components under JCI controls
d. Any remaining legacy JCI panels, supervisory controllers, field devices, sensors, actuators, and control wiring still in operation
Services include:
a. Troubleshooting communication failures
b. Diagnostics of control sequences
c. Repair or replacement of faulty BAS components
d. Support of remaining graphics, alarms, and trend logs as needed
2.2 Transitional Support Strategy
The Contractor shall support a phased decommissioning environment in which JCI-controlled systems are progressively removed from service.
Services shall prioritize:
a. Troubleshooting and diagnostics of legacy controls
b. Stabilization of failing components
c. Replacement of critical control components as required
d. Coordination with Honeywell migration activities
Preventive maintenance shall be limited and focused only on systems critical to ongoing operations.
2.3 Primary Long-Term Support Area - Seawater System
