About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify potential contractors capable of furnishing, installing, calibrating, testing, and training personnel on an energy dispersive micro-focusing X-ray fluorescence (μEDXRF) spectrometer with poly-capillary optics. The instrument must detect all elements from Carbon to Uranium with sufficient resolution, sensitivity, accuracy, precision, and reproducibility for nondestructive spectral mapping applications in the Analytical Chemistry Section at Oklahoma City Air Logistics Center. The spectrometer will be used for analyzing metals and materials in aircraft and jet engines, including engine wear debris analysis and particle composition mapping. Evaluation criteria focus on contractors' manufacturing capabilities, quality assurance processes, commerciality of the equipment, and service experience, with preference given to joint ventures and teaming arrangements. Interested contractors must submit responses by January 7, 2026, through the Contractor Capability Survey included in the sources sought document; this is a market research effort for planning purposes and participation does not guarantee future solicitation or contract award eligibility.

This pre-solicitation notice includes no set-aside designation and does not identify any current incumbents or contractors. The government anticipates using a firm-fixed price contract structure and does not publicly disclose the award value or budget range in the available documentation. Key technical specifications include two peltier-cooled silicon drift detectors, a 50kV Rhodium X-ray tube, and sample chamber capabilities allowing 10-micron pixel mapping for elemental imaging and quantification. The procurement timeline establishes an estimated delivery date of July 30, 2026, with installation and verification targeted for completion by August 30, 2026, and full operational capacity by September 30, 2026. The contractor must also provide 80 hours of application support during the first year of operation, comprehensive user manuals, necessary accessories, and compliance with extensive safety and training requirements at Tinker Air Force Base.

CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of an energy-dispersive micro-focusing X-ray fluorescence spectrometer (μEDXRF) with poly-capillary optics for use by Department of the Air Force (DAF) personnel. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards as this survey is for planning purposes and may not result in a solicitation or contract. The Government will not reimburse participants for any expenses associated with their participation in this survey.

The Government is conducting market research to identify potential sources that possess the production data/repair data, expertise, capabilities, and experience to meet qualification requirements for the provision of the μEDXRF requirement as described below:
This is a requirement for the furnishing, shipping, assembling, installing, verifying, calibrating, testing, and training of an energy dispersive micro-focusing x- ray fluorescence (μEDXRF) spectrometer with poly-capillary optics to provide a small X-ray spot suitable for nondestructive spectral mapping. The μEDXRF instrument shall detect all elements from Carbon to Uranium with sufficient resolution, sensitivity, accuracy, precision, and reproducibility to satisfy all items in the attached Statement of Work (SOW). The Contractor shall provide all labor, tools, equipment, materials, parts, personal protective equipment (PPE), transportation, shipping, and any other incidentals necessary to complete the requirements of the attached SOW. Following installation and acceptance by Government personnel, the Contractor shall provide basic operational training for all equipment/software supplied to Tinker Air Force Base (AFB).

See attached draft Statement of Work (SOW) and Sources Sought response document. If you choose to respond, please submit all requested materials and supporting documentation so the Government can assess your capabilities for market research purposes.
