About this file

This Sources Sought document is a market research request from the Department of the Air Force for an energy dispersive micro-focusing X-ray fluorescence spectrometer (µEDXRF) with poly-capillary optics. The requirement is for furnishing, shipping, assembling, installing, verifying, calibrating, testing, and training of a µEDXRF instrument capable of detecting elements from Carbon to Uranium, with specific resolution and sensitivity requirements. The Analytical Chemistry Section at Oklahoma City Air Logistics Center will use the instrument for analyzing metals and materials in aircraft and jet engines, including engine wear debris analysis and particle composition mapping.

The market research solicits responses from potential contractors by January 7, 2026, to assess capabilities for this requirement. Both large and small businesses are encouraged to participate, with a preference for joint ventures and teaming arrangements. The government anticipates using a firm-fixed price contract and is seeking detailed information about companies' manufacturing capabilities, quality assurance processes, commerciality, and service experiences. The NAICS code is 334516 with a size standard of 1,000 employees, and the solicitation includes a comprehensive Contractor Capability Survey with questions covering general capabilities, hardware production, commerciality, and services.

(µEDXRF) with poly-capillary optics

NAICS: 334516

Size Standard: 1,000 employees

CAUTION:

This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of an energy-dispersive micro-focusing X-ray fluorescence spectrometer (µEDXRF) with poly-capillary optics for use by Department of the Air Force (DAF) personnel. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards as this survey is for planning purposes and may not result in a solicitation or contract. The Government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. Below is a document containing a description of the µEDXRF requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

3. Both large and small businesses are encouraged to participate in this Market Research.

Joint ventures or teaming arrangements are encouraged. All submissions will be reviewed IAW FAR Part 19 procedures.

Energy dispersive micro-focusing X-ray fluorescence spectrometer (µEDXRF) with poly-capillary optics

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the production data/repair data, expertise, capabilities, and experience to meet qualification requirements for the provision of the µEDXRF requirement as described below:

This is a requirement for the furnishing, shipping, assembling, installing, verifying, calibrating, testing, and training of an energy dispersive micro-focusing x- ray fluorescence (µEDXRF) spectrometer with poly-capillary optics to provide a small X-ray spot suitable for nondestructive spectral mapping. The µEDXRF instrument shall detect all elements from Carbon to Uranium with sufficient resolution, sensitivity, accuracy, precision, and reproducibility to satisfy all items in the attached Statement of Work (SOW). The Contractor shall provide all labor, tools, equipment, materials, parts, personal protective equipment (PPE), transportation, shipping, and any other incidentals necessary to complete the requirements of the attached SOW. Following installation and acceptance by Government personnel, the Contractor shall provide basic operational training for all equipment/software supplied to Tinker Air Force Base (AFB).

The Government anticipates utilizing a firm-fixed price contract.

Background: The Analytical Chemistry Section, Oklahoma City Air Logistics Center (OC-ALC), TAFB, Okla., is responsible for the chemical analysis of metals and other materials used in the Department of the Air Force (DAF) aircraft and jet engines managed at OC-ALC. The Analytical Chemistry Section frequently encounters alloy families including iron base, nickel base, cobalt base, aluminum base, titanium base, magnesium base, and copper base. The DAF requires µEDXRF-spectral-mapping of samples from aircraft comprised of the above alloys to support depot activity involving engine wear debris analysis, aircraft/engine filtrate-particle analysis, plating operations, plasma spray operations, cleaning, stripping, etc. The µEDXRF-spectral-mapping is used to quantify the elemental composition for identification of each particle on the filter patch as well as to gain information about size and morphology of particles comprised of each type of metallic alloy represented in the filter patch.
