About this opportunity

The Defense Health Agency (DHA) is issuing a Request for Information (RFI) to identify qualified vendors capable of developing an Encounter-Based Endoscopy Video Imaging System (EEVIS) for use across Department of War and Veterans Affairs healthcare facilities. This RFI seeks capabilities statements and availability information from potential business sources to support enterprise-level standardization of endoscopic image capture, storage, retrieval, and distribution. Key requirements include establishing a centralized or regionalized system with secure global access to endoscopic images, seamless Electronic Health Record (EHR) integration, HIPAA compliance, high-definition video/image capture, multi-vendor system integration, AI-powered analysis capabilities, and advanced reporting functionalities. The system must incorporate extensive technical capabilities across ten primary domains, including business requirements, functional specifications, patient report management, software capabilities, data retention, web-based features, AI algorithm integration, decision support tools, information assurance, and quality assurance testing. Interested parties must submit responses by January 16, 2026, though it should be noted this is an RFI for market research and fact-finding purposes only, not a formal solicitation, and no contract will be awarded pursuant to this announcement.

This opportunity carries no small business set-aside designation, though the Government reserves the right to determine whether a small business set-aside is appropriate based on responses received. No incumbent contractor or current contract information is identified in this pre-solicitation notice. The RFI does not specify an award value or budget range, as this is a preliminary market research phase intended to inform the Government's decision-making prior to any formal solicitation release. The requirements are subject to change before a formal RFP is released, and all information provided in response must be submitted voluntarily at no cost to the Government. The opportunity is classified under NAICS category 423450 (Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers) and PSC category 6515 (Medical and Surgical Instruments, Equipment, and Supplies), indicating the anticipated procurement vehicle for medical imaging equipment and related services.

  1. BACKGROUND: Medical video imaging has revolutionized the field of healthcare by providing clinicians with invaluable visual information for diagnosis, treatment planning, and research. Endoscopy, a specialized form of medical video imaging, involves the use of a camera-equipped instrument to examine the interior of organs and tissues. By capturing high quality video sequences, endoscopy enables healthcare providers to identify abnormalities, assess disease progression, and guide minimally invasive procedures.  The DHA is researching endoscopic capabilities to support all Department of War (DoW) and Veterans Affairs (VA) healthcare facilities.

  1. Your company’s program management plan and control policies that adhere to standard industry practices and demonstrates the ability to accurately track projects for technical and financial milestones and ensure timely completion of projects.
  1. A draft implementation plan outlining the potential solution to the Government’s requirement.  The plan should highlight the key deliverables, timelines, and expectations of each party responsible for delivery, configuration, and final acceptance of the systems, and include the total number of project managers and implementation team(s) involved.   Detailed steps and task owners for implementation as well as expected completion time for each task are requested.  Please also provide timelines for production and implementation. Implementation is defined utilizing a “Go-live” date accomplished by full clinical usage of the system with fulfillment of migration requirements with no reliance on the legacy system.
