About this opportunity

The Department of the Navy Naval Sea Systems Command, specifically Pearl Harbor Naval Shipyard and IMF (PHNSY &IMF), is conducting market research through this sources sought notice to identify potential suppliers for one electric heater unit. The procurement seeks a 40 KW, 9 tube cartridge electric heater operating at 480VAC/3PH with 14.5 WSI specifications, constructed of 316 stainless steel and compatible with ENCON Evaporator Model E33V4-40, part number 2001294. This is a brand name only procurement requiring ENCON products exclusively. The government plans to solicit this acquisition under FAR Part 13 as a firm fixed price contract and has classified it under NAICS code 333141. Interested businesses must submit capability statements by August 14, 2025, including firm details, CAGE code, establishment year, employee count, key contacts, and small business designations. The government will not provide feedback on submissions or reimburse respondents for preparation costs.

This procurement opportunity is designated as a Total Small Business set-aside, restricting participation to qualified small business entities. The contract involves procuring exactly one unit of the specified electric heater equipment. While no specific contract value or budget range is disclosed in this sources sought notice, the acquisition is expected to proceed under simplified acquisition procedures given the FAR Part 13 solicitation approach. The extremely tight response deadline of only two days from posting to submission indicates the government's urgency in conducting this market research phase. No incumbent contractors or previous suppliers are identified in the notice, and the government emphasizes this is purely a market research exercise that does not guarantee contract award or constitute a formal solicitation.
