About this opportunity
The U.S. Army Corps of Engineers, Pittsburgh District, is seeking contractors to replace the Tow Haulage Systems at both Emsworth and Dashields Locks and Dam facilities located in Pennsylvania. The project involves installing new Electrically Controlled and Electrically Actuated Counter Torque Systems featuring two multi-layer, single drum winches positioned at opposite ends of each lock chamber that operate in tandem to move barges safely through the lock system. The new winch systems will utilize a counter torque design where one winch operates in towing mode while the opposite winch provides back tension to maintain constant cable tension throughout operations. This pre-solicitation notice indicates that the formal Invitation for Bid (IFB) will be issued on or around September 15, 2025, through the Procurement Integrated Enterprise Environment (PIEE) system. Interested parties should note that this pre-solicitation notice was posted on August 28, 2025, with responses due by September 12, 2025.
This procurement is structured as an unrestricted, full and open competition with no set-aside designations, allowing all responsible bidders to participate. The contract will be awarded as a single Firm-Fixed Price (FFP) contract with a construction magnitude estimated between $10,000,000 and $25,000,000 according to DFARS requirements. The successful contractor will have 1,278 calendar days after receiving written Notice to Proceed to complete both installations, with the intent to finish one lock and dam system replacement before beginning work on the second facility. The project falls under NAICS code 237990 for Other Heavy and Civil Engineering Construction and PSC code Z2KA for Repair or Alteration of Dams. No incumbent contractors or current service providers were identified in this pre-solicitation notice.
Notice text
The U.S. Army Corps of Engineers, Pittsburgh District, has a project to replace the Tow Haulage Systems at both Emsworth and Dashields Locks and Dam; 0 Western Ave, Emsworth, Pennsylvania 15202 and 100 Dashields Lock Road, Coraopolis, Pennsylvania 15108, respectively. Replacement will be with an Electrically Controlled and Electrically Actuated Counter Torque System that will remain on the same wall of the existing system. The new Tow Haulage System will consist of two multi-layer, single drum winches located on opposite ends of the lock (upstream and downstream) adjacent or as close as feasibly possible to the Miter Gate Recesses. The winches operate in tandem to move barges smoothly and safely through the lock chamber. These winches pull against each other in a counter torque fashion to keep the cable tight along its entire operation. As one winch hauls the barge forward (Towing Mode), the opposite winch operates in Hold Back Mode to supply a set amount of back tension on the cable. Constant tension in the system provides consistent spooling of wire rope, consistent tracking over sheaves, and prevents slack fouling issues.
The work shall be completed within 1,278 calendar days after written Notice to Proceed (NTP). The intent is to complete one Locks and Dam Tow Haulage System Replacement before starting the other Locks and Dam Tow Haulage System Replacement. Per DFARS 236.204(i), magnitude of construction is between $10,000,000.00 and $25,000,000.00.
This acquisition will be procured as Unrestricted, Full and Open Competition. This consolidated requirement award will be for one (1) Firm-Fixed Price (FFP) Contract. The North American Industrial Classification System (NAICS) for this procurement is 237990 – “Other Heavy and Civil Engineering Construction” and the Small Business Size Standard is $45,000,000.00.
