About this opportunity

The U.S. Army Corps of Engineers, Pittsburgh District, has issued a Special Notice regarding a consolidated requirement for the replacement of Tow Haulage Systems at two Pennsylvania facilities: Emsworth Locks and Dam in Emsworth and Dashields Locks and Dam in Coraopolis. This procurement involves installing new multi-layer, single drum winches at opposite ends of each lock chamber to safely and smoothly move barges through the lock systems. The winches will operate in tandem mode, with one providing towing capability while the other maintains hold back functionality to ensure consistent cable tension. The Army Corps has determined that consolidating these requirements is justified due to benefits including standardization, reduced acquisition cycle lead times, cost savings, and improved quality. The project falls under the Heavy and Civil Engineering Construction NAICS category and specifically involves dam repair and alteration work.

This Special Notice serves purely informational and planning purposes for the contracting community and explicitly does not constitute a solicitation or government commitment to award a contract. The notice indicates a due date of August 29, 2025, though no quotes, bids, or proposals are requested at this time. The procurement will be conducted as an unrestricted, full and open competition with a performance period of 1,278 calendar days. Market research conducted by the Army Corps indicates that small businesses are unlikely to successfully perform this complex requirement, as attempts to engage small business participation through direct outreach were unsuccessful. The consolidation aims to achieve standardization of navigation components, reduce life cycle costs, improve maintainability, and create more efficient acquisition processes across both lock and dam facilities.
