About this opportunity
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has issued a Special Notice for preventative maintenance services on Empyrean XRD and Epsilon 4 XRF scientific instruments. The agency intends to award a Firm Fixed Price single source contract to Malvern Panalytical, LLC under simplified acquisition procedures in accordance with FAR 13.106(b)(1)(i). The required maintenance includes cleaning optics and equipment body, checking alignment, verifying overall functionality and motorized parts performance, with the contractor required to certify both instruments are in good working order. The procurement falls under NAICS code 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance with a size standard of $12.5 million. This notice serves as an advance notification of the government's intent to proceed with sole source procurement rather than competitive bidding.
The primary purpose of this Special Notice is to inform the contracting community of the planned sole source award while providing an opportunity for other vendors to demonstrate their capabilities. Interested contractors may submit capability statements, proposals, or quotations by 1:00 PM CST on July 7, 2025, via email to the designated contracting officers with detailed information about their ability to fulfill the requirement and relevant past experience. The government will consider all responses solely to determine whether to conduct a competitive procurement instead of the planned sole source approach. Contractors must provide sufficient detail demonstrating their capability to perform the specialized maintenance work and include references for similar past performance. The final decision to proceed with sole source procurement versus full and open competition remains at the government's discretion based on the responses received.
