About this opportunity
The USDA Forest Service's Caribbean Hub is seeking video and graphics production services to help state and local partners reduce extreme weather risks in the agricultural and forestry sectors. The contractor will be required to develop bilingual (English and Spanish) video and audio products ranging from 3-45 minutes, create graphical elements for factsheets and technical reports, and document team activities through photography, all focused on disaster preparedness and resilience in Puerto Rico and the US Virgin Islands. Key personnel must have over 10 years of expertise in video and graphics production, fluency in both languages, and experience in documentary filmmaking and scientific communication. The government will evaluate offers based on key personnel qualifications and price through a comparative assessment, focusing on the staffing approach and likelihood of successfully executing the Statement of Work. Proposals are due via email to yolanda.padilla@usda.gov by September 17, 2025, at 11:59 PM ET, and must include three separate attachments: technical proposal (maximum 5 pages), schedule of items, and representations and certifications.
This procurement is set aside 100% for small businesses under NAICS code 541430 (Graphic Design Services) with a size standard of $9 million, and will result in a labor-hours contract awarded to a single offeror. The contract includes a base year from October 1, 2025, to September 30, 2026, with an option year from October 1, 2026, to September 30, 2027. Work will be performed in San Juan, Puerto Rico, specifically at Cambridge Park E 3 Chestnut Hill. The solicitation has been amended once to update clauses, and wage determinations for Puerto Rico service contract workers are included as attachments, with hourly rates ranging from $9.98 to $46.07 depending on occupation classification.
