About this opportunity
The Department of the Air Force, specifically through Space Systems Command (SSC/PKA), is conducting market research to identify and evaluate Employee Stock Ownership Plan (ESOP) companies capable of performing work across multiple North American Industry Classification System (NAICS) codes. The research aims to understand commercial market capabilities in areas including research and development, management consulting, accounting services, engineering, and computer systems design services. Interested ESOP companies are required to submit verification documents confirming their ESOP status, such as trust agreements, ERISA compliance documents, or annual ESOP reports. Companies must provide details about their applicable NAICS codes and submit a capabilities document outlining their experience and qualifications. The request for information (RFI) is due by 1700 PST on March 31, 2025, with responses to be sent to Lt Oisin Doyle and Nichole Hill via email, using the subject line "ESOP RFI".
The pre-solicitation notice does not indicate a specific set-aside designation or include details about potential award values or contract budgets. No incumbent contractors are mentioned in the document. The research is explicitly noted as a market exploration effort and does not guarantee future solicitation or contracting. While the RFI encourages submissions from ESOP companies across the listed NAICS codes, it also welcomes submissions from companies with capabilities outside these specific classifications. Companies with prior government contracting experience through the ESOP Pilot Program are invited to include additional information about their previous contracts, though this is listed as optional. The document emphasizes that this is a market research initiative designed to inform potential future opportunities and does not constitute a commitment to procure services or supplies.
Notice text
This RFI is issued solely for market research purposes and does not constitute a solicitation or a promise to issue a solicitation in the future. This RFI does not commit SSC/PKA to contract for any supply or service.
