About this opportunity
The Naval Supply Systems Command Fleet Logistics Center Norfolk seeks advanced training on emerging threats in small unmanned aircraft systems warfare to support Explosive Ordnance Disposal Mobile Unit 12, with proposals due June 3 at 12:00 PM and questions due May 28 at 2:00 PM. The procurement is a total small business set-aside under FAR Part 12, foreclosing competition outside the small business pool.
Place of performance is at contractor facilities within 50 miles of Joint Expeditionary Base Little Creek–Fort Story, Virginia Beach, Virginia, with training scheduled for July 2026. The NAICS code is 611699 (All Other Miscellaneous Schools and Instruction) with a small business size standard of $16.5 million. The contract is firm-fixed-price with two line items: a 5-day Course of Instruction for 12 students and a 3-day Scenario-Based Training for 8 students. Curriculum must cover sUAS threat overview, platform types (macro, micro, FPV, VTOL, fixed-wing), 3D-printed attachments, firing circuits, digital logic circuits, microcontroller programming (PIC, Arduino, Raspberry Pi), ordnance modifications, counter-UAS options, and layered defense strategies. Scenario-based training must include threat assessment, real-world SBU-style attack replication on U.S./Allied airfields and critical infrastructure, and three combat-specific scenarios involving loitering munitions, one-way FPV drones, and sensitive site exploitation. Training execution in consecutive days shall not exceed five days per session, with Course of Instruction and Scenario-Based Training dates not overlapping. The government furnishes all gear, equipment loadouts, explosives, and energetic disruption tools. Award criteria weigh curriculum quality and past performance against price. Amendment 0001, issued June 1, extended the deadline from June 2 and provided answers to received questions; no further questions will be accepted.
