Explosive Ordinance Disposal Mobile Unit 12 (EODMU12)
Emerging Threats in Small Unmanned Aircraft Systems (sUAS) Warfare
1. Scope:
Explosive Ordinance Disposal Mobile Unit 12 requires advanced training of Emerging Threats in Small Unmanned Aircraft Systems Warfare (sUAS). The evolution of warfare on the modern battlefield has revealed a need for U.S. Navy EOD operators to establish a capability to counter near-peer adversaries' emerging threats, as well as multi-domain uncrewed and autonomous systems. The trainings shall utilize Non-NDAA-compliant Commercial Off-The-Shelf (COTS) platforms to develop a holistic understanding of adversaries' capabilities, advancing awareness, and developing Tactics, Techniques, and Procedures (TTPs) to counter this novel threat on the modern battlefield.
2. Requirements:
The contractor shall provide all necessary personnel, equipment, supplies, facilities, and supervision to conduct a comprehensive sUAS Emerging Threats course. This training will include a combination of classroom instruction and practical, scenario-based exercises designed to provide a realistic and challenging learning environment. All training shall take place at the contractor's facilities within 50 miles of Joint Expeditionary Base Little Creek-Fort Story, Viginia Beach, Virginia, 23459.
2.1 Course of Instruction Requirements:
- Provide a comprehensive overview of currently fielded small Uncrewed Aerial System (sUAS) threats found in operational theaters.
- Conduct case studies of sUAS use on modern battlefields.
- Instruction on various platform types, including macro, micro, FPV, VTOL, and FW systems.
- Training on improvised additions to sUAS, with a focus on 3D printed attachments.
- Both classroom and practical training on firing circuits used with explosives on sUAS, covering both improvised and conventional explosive threats.
- Classroom and practical training on digital logic circuits and microcontrollers like PIC, Arduino, and Raspberry Pi, covering their theory of operation and basic use through practical exercises on digital and analog inputs, outputs, and timing.
Classroom and practical exercises on ordnance modifications for use with sUAS.
- Training on advanced microcontroller programming, including practical exercises with COTS sensors (like Ultrasonic, mmWave, ToF, and IMUs), flight controller programming with Betaflight, FPV platform setup, and direct voltage output to Electronic Speed Controllers (ESC).
- Team-based EOD scenarios responding to sUAS threats, including countering "Hunter-Killer" drone teams, standoff kinetic attacks with improvised munitions, and the disruption and exploitation of recovered adversary drones.
- Training on counter unmanned aerial system (C-UAS) options and layered defense strategies available to EOD operators.
- Discussion of available capabilities and limitations of C-UAS technologies, including ECM, DEWS, and emerging DoD solutions.
- UAS airspace awareness, a C-UAS brief on technologies and TTPs, and the integration of EOD response with C-UAS.
2.2 Scenario Based Training Requirements:
- Provide practical training exercises that allows EOD operators to use their newly acquired knowledge to refine their tactics, techniques, and procedures while responding to sUAS threats.
- A classroom based analysis of threat assessment to include: an sUAS overview incorporating emerging threats in sUAS modules, in use platform types on modern battlefields (with case studies), Microcontrollers & Firing Circuits, Ordnance Modifications, Counter-UAS & Layered Defense, and EOD Response Procedures.
- A scenario replicating a real world SBU-style attack on U.S./Allied Forces Air and Critical Infrastructure, involving airfield damage recovery and response to unexploded threats
- Three (3) separate scenarios focused on combatant command specific threats to include strikes on U.S./Allied forces utilizing loitering munitions, strikes on U.S./Allied forces utilizing one-way FPV drones, and sensitive site/platform exploitation.
- Gear and equipment loadouts for U.S. Navy personnel to be used in Scenario Based Training will be provided by the government, including all required explosives and energetic disruption tools to be used at the contractor facility.
3. Period of Performance:
Each training will be executed in consecutive days, and not exceed five (5) days. The Course of Instruction and Scenario Based Training instruction dates shall not overlap.
Requirements Advanced training of Emerging Threats in Small Unmanned Aircraft Systems (sUAS) Warfare. The evolution of warfare on the modern battlefield has revealed a need for U.S. Navy EOD operators to establish a capability to counter near-peer adversaries emerging threats, as well as multi-domain uncrewed and autonomous systems.
