About this opportunity

The Centers for Disease Control and Prevention intends to award a sole-source firm fixed price contract to Cayman Chemical Company, Inc. for design, manufacture, and distribution of the Emergent Drug Panel-Version 2 (EDP-V2) Kit and continued support of existing Emergent Drug Panel Kit products, with a response deadline of September 14, 2026; award is anticipated for September 30, 2026 through September 29, 2027, with four option years.

The contractor must design and manufacture EDP-V2 kits containing reference materials for emerging synthetic opioids and related drugs of concern—including synthetic opioids, novel benzodiazepines, synthetic cathinones, and related novel psychoactive substances—meeting or exceeding Current Good Manufacturing Practice standards. The contractor must obtain and maintain DEA exemption or registration status enabling distribution of controlled and non-controlled reference materials to CDC-approved laboratories. Distribution extends nationally to approved laboratories for both the new EDP-V2 product line and all existing EDP Kit products.

Additional performance obligations include providing ongoing product support, customer service, and technical assistance to recipient laboratories; collecting, maintaining, and reporting kit distribution and use-case metrics to CDC in accordance with OMB-approved data collection requirements; and conducting stability testing on existing EDP Kit materials nearing expiration to determine potential for shelf-life extension.

This notice of intent is not a request for competitive quotations. The Government intends to solicit and negotiate under the authority of FAR 12.102(a), which authorizes sole-source awards when only one source is reasonably available.
