The Naval Sea Systems Command intends to procure services to manage, maintain and operate Emergency Ship Salvage Material (ESSM), in both CONUS and OCONUS locations, and to support the Navyâs oil and hazardous substances (OHS) spill response program in support of the Supervisor of Salvage and Diving, USN (SEA OOC). Critical situations may arise requiring services on an urgent basis in the time of war and/or national emergency. CONUS ESSM facilities are located in Virginia and California. ESSM facilities OCONUS are located in Alaska, Pearl Harbor, Livoro, Bahrain, Sinapore, and Sasebo. An IDIQ type contract is contemplated using primarily award fee type delivery orders with the latitude to also use cost plus fixed fee or firm-fixed price type delivery orders.
The contemplated contract will be for a period of one year, plus four optional periods. Small Business participation is encouraged. Interested Small Businesses are requested to submit a statement of qualifications/capabilities based on the information contained herein as soon as possible, but not later than May 31, 2012. The solicitation is expected to be posted electronically under its solicitation number in late July 2012 at the following websites: http://www.neco.navy.mil and http://www.fbo.gov.
