About this opportunity

The Department of Justice Bureau of Prisons is procuring emergency repair and temporary cooling system services at Federal Correctional Institution Manchester, Kentucky, with a due date of July 28, 2026. The procurement is conducted outside full and open competition under 41 U.S.C. 3304(a)(2) (unusual and compelling urgency) and will not be synopsized per FAR 5.202(a)(2). A critical chiller failure has resulted in complete loss of institutional cooling capacity, necessitating immediate delivery, setup, electrical and mechanical connections, startup and commissioning, operational support, and removal of existing equipment. The estimated contract value is $139,877. Comfort & Process Solutions has been identified as the sole-source contractor based on extensive experience providing temporary chiller rental equipment and permanent chiller system services, proven rapid mobilization capability, competitive historical pricing, and ability to complete work without service lapse. Licensed contractors must perform installation and ensure safe, compliant operation. The Contracting Officer will conduct price analysis comparing the proposal to an Independent Government Estimate developed using pricing from similar projects at other Federal Bureau of Prisons facilities and current market rates. The justification was signed July 24, 2026.
