About this opportunity
The U.S. Department of Health and Human Services (HHS), specifically the Indian Health Service (IHS) Bemidji Area, has issued a Special Notice of intent to award a sole source contract to ONSOLVE Send Word Now for emergency notification services. The contract will cover the Bemidji Area Office in Bemidji, Minnesota, with an anticipated performance period of a base year plus four option years. The procurement will be executed under Federal Acquisition Regulation (FAR) 13.501(a), which allows for sole source procurement when only one source is reasonably available. ONSOLVE is the current vendor with an existing system containing critical staff contact information for 1,300 contacts and approximately 6,500 contact points across Service Units and OEHE Offices. The contract falls under the North American Industry Classification System (NAICS) code 624230 for Emergency and Other Relief Services.
The primary objective of this Special Notice is to provide a mechanism for emergency notification services for the Bemidji Area IHS, with ONSOLVE identified as the preferred vendor due to their existing infrastructure and comprehensive contact database. Interested parties are invited to submit their capabilities and potential competitive information to Purchasing Agent Winona Kitto at winona.kitto@ihs.gov by June 6, 2025. To be considered, respondents must provide clear and convincing evidence that competition would be advantageous to the government, including detailed technical capabilities and information demonstrating their ability to meet the agency's needs. The total estimated contract value is $25,000, covering on-demand emergency notification services that enable simultaneous notifications to thousands of contacts in prevention or fatality scenarios. Contractors seeking to challenge the sole source determination must provide substantial technical and competitive information to potentially alter the procurement approach.
