About this opportunity

The Department of the Air Force Materiel Command Installation and Mission Support Center has published a Notice of Intent to Sole Source a Firm-Fixed Price purchase order to the National Registry of Emergency Medical Technicians, Inc. (NREMT) for Emergency Medical Services recertification vouchers. The special notice was posted on April 9, 2026, with an intent deadline of April 24, 2026. This is not a competitive solicitation but rather an announcement of the government's intention to award a contract to a single source based on a determination that only one responsible source can fulfill the requirement. The Air Force Installation Contracting Center is conducting this procurement under the authority of Revolutionary FAR Overhaul 6.103-1 and 10 U.S.C. 3204(a)(1). Interested parties may submit inquiries regarding their capabilities, though the government retains sole discretion to determine whether a competitive procurement will be pursued.

The objective of this procurement is to acquire 6,400 Emergency Medical Services recertification vouchers comprising 2,500 Emergency Medical Responder, 3,500 Emergency Medical Technician, 200 Advanced Emergency Medical Technician, and 200 Nationally Registered Paramedic vouchers to support the Department of the Air Force Fire & Emergency Services program. NREMT qualifies as the sole source because it holds the exclusive national certifying credential for emergency responders and is the mandatory prerequisite for state licensure across all 50 states, making it essential for Air Force personnel to legally perform their duties. The justification for sole sourcing is further supported by NREMT's confirmation that they do not authorize third-party resellers, eliminating alternative supply sources. Interested parties may contact Contracting Officer Kalyn Becker at kalyn.becker@us.af.mil to inquire about the requirement or express capabilities. The procurement will be funded through Air Force Operations and Maintenance funds under budget category 3400.

Notice text

NOTICE OF INTENT TO SOLE SOURCE

The 772 Enterprise Sourcing Squadron intends to award a Firm-Fixed Price purchase order on a sole source basis to the National Registry of Emergency Medical Technicians, Inc. (Cage Code: 1AZ62), under the authority of Revolutionary FAR Overhaul (RFO) 6.103-1, 10 U.S.C. 3204(a)(1). This is a sole-source purchase order based on only one responsible source and no other supplies or services will satisfy agency requirements. The Contracting Officer (CO) may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name or industrial mobilization). Due to the proprietary nature of the requirement, National Registry of Emergency Medical Technicians Inc. is the sole authorized provider for National Registry Emergency Medical Responder (NREMR) for Emergency Medical Response (EMR), Emergency Medical Technician (EMT), Advanced Emergency Medical Technician (AEMT), and Nationally Registrered Paramedics (NRP) testing vouchers in the United States.

This notice of intent is not a request for competitive quotes nor a solicitation for offers. Interested persons may identify their interest and capabilities for fulfilling this requirement. Information received will be considered for the purpose of determining whether to conduct a competitive requirement and is solely within the discretion of the Government. Any interested party may inquire with the below point of contacts.

Contracting Officer - Kalyn Becker, kalyn.becker@us.af.mil
