About this opportunity
The U.S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) has issued a Special Notice indicating their intent to issue a call against an existing Blanket Purchase Agreement (BPA 12639524A0042) for Emergency Management Training and Exercise Support. This notice, posted on September 26, 2025, with responses due by September 30, 2025, is not a solicitation but rather an announcement of an upcoming BPA call under FAR 13.303 and USDA policy. The requirement focuses on National Incident Management System (NIMS)-based training, specifically Multi-Agency Coordination (MAC) and Incident Command System (ICS) training development and delivery. APHIS intends to procure these services to provide targeted personnel with comprehensive understanding of APHIS responsibilities under NIMS and effective incident management capabilities. The training content will incorporate APHIS and agricultural scenarios including Chemical, Biological, Radiological, Nuclear and High-Yield Explosives threats, as well as Foreign Animal and Plant Disease emergencies.
The primary objective is to develop, modify, and deliver both virtual and traditional classroom ICS courses, along with APHIS-specific exercises and administrative support for emergency management training. The BPA call will cover 16 training events over a one-year period, including 15 virtual courses and one in-person course, serving approximately 228 participants across various specialized emergency management roles. Contractors interested in this opportunity must submit capability statements for government consideration, though the original BPA was competitively solicited under solicitation 12639524Q0256. The training delivery will occur in virtual or traditional classroom settings, with courses based on FEMA materials resulting in USDA APHIS certification of completion for participants. Performance will primarily take place at APHIS Headquarters in Riverdale, Maryland, with the overall contract structure designed as a 60-month agreement including base year plus four option years.
