About this opportunity

The United States Marine Corps seeks commercial emergency lighting and acoustic siren systems to outfit designated fleet vehicles, with quotes due September 11, 2026, at 0800 Japan Standard Time (JST). The procurement is a Women-Owned Small Business (WOSB) set-aside under NAICS 423120 (Motor Vehicle Supplies and New Parts Merchant Wholesalers), PSC 5980.

Place of performance is Okinawa, Japan. The equipment must outfit a fleet of 40 2025 Mazda CX-60 vehicles (Japan-market specification) and includes seven line items: 20 control panels, 20 amplifiers, 20 lightbars, 160 lights, 20 control panel brackets, 40 grille-mount back plates, and 20 license plate brackets. All equipment must meet or exceed salient characteristics in Exhibit A. The system must operate as a fully integrated, modular ecosystem controlled through a single master control panel, with all components fully compatible and interoperable without third-party adapters. System operation must draw directly from standard 12 VDC vehicle electrical (10–16 VDC operating range). The control panel requires a minimum 19-button programmable keypad with tactile backlighting, integrated noise-canceling microphone with Push-to-Talk PA, and specified amperage and dimensional limits. The lightbar must be a nominal 48-inch low-profile unit with 10–32 VDC multi-voltage compatibility, operating temperature range of –40°C to +65°C, minimum 70 selectable warning flash patterns and 50 takedown/alley patterns, configurable LED colors, and IPx5 environmental protection. Grille-mount brackets must feature low-profile design ensuring zero interference with door seals and must be rated for hurricane-force winds.

Delivery must occur within 30 calendar days after receipt of order to DLA Distribution San Joaquin (Tracy, California) on FOB Destination terms; this constitutes fulfillment of the contractor's obligation for onward transshipment to Okinawa. All prices are firm fixed-price and include applicable Federal, State, and local taxes and duties. The Government performs all installation, programming, and onsite integration. Offerors must hold an active SAM.gov registration with an assigned CAGE code prior to award. Questions were due September 4 at 0800 JST; the Q&A period has closed. The solicitation has been amended twice (Amendment 0001 effective September 4 and Amendment 0002 effective September 9, extending the due date from September 10 to September 11). Offerors must acknowledge receipt of Amendment 0002 prior to the new closing date. Evaluation is based on technical acceptability, price, and best-value determination.
