About this opportunity
The U.S. Army Corps of Engineers New Orleans District is seeking emergency drydock services for the Dredge Wheeler, a 408-foot sea-going hopper dredge. The solicitation requires a contractor to provide comprehensive drydocking services, including starboard tailshaft replacement, strut and stern tube bearing replacement, propeller hub and blade replacement, stern tube gland seal maintenance, and sea chest strainer maintenance. The work must be completed within a 21-day period starting around January 6, 2025, with the contractor responsible for providing all management, supervision, labor, facilities, utilities, equipment, tools, and materials. Award will be made on a best value basis, with technical capability and price being significantly more important than past performance. Proposals are due by 2:00 PM local time on January 8, 2025, and must be submitted via email to Contracting Officer Christopher Nuccio and Contract Specialist Francesca deBoer.
The solicitation is 100% set aside for small businesses under NAICS code 336611 (Ship Building and Repair) with a size standard of 1,300 employees. Drydock locations within 1,500 miles of New Orleans may receive more favorable ratings, and the selected facility must be capable of handling the 408-foot vessel with specific clearance requirements. The contractor must provide essential services including shore power, compressed air, potable water, sanitation, crane services, and two safe gangways. Technical service representatives from Propulsion Systems Inc. and Thordon Bearings Inc. will be required to be present for specific repair work. The Corps of Engineers will maintain a nominal crew aboard during the repairs, and the contract will incorporate Service Contract Act wage determinations. The emergency nature of the work emphasizes the critical importance of timely and precise drydocking services for maintaining the operational readiness of this marine vessel.
