INSPECTION AND ACCEPTANCE
E-l GENERAL INSPECTION AND TESTS - QUALITY CONTROL AND QUALITY ASSURANCE
a. The Contractor shall provide and maintain an inspection (Quality Control) program covering all work specified in the Contract utilizing a designated organizational element and personnel not involved in the work. The Contractor shall perform, or have performed, all inspections and tests required to substantiate that the supplies and services submitted to the Government for acceptance conform to the drawings, work statement and contract requirements herein.
b. The Contractor's inspection system shall be documented, and the records shall be available for review prior to award of the Contract and throughout the life of the contract. For each work statement item, the Contractor shall determine and record the inspections and tests to be accomplished, the observations made, any deficiencies found and the corrective action taken.
In addition to the inspections and tests which the Contractor is to perform to assure contract performance and quality of product, all inspections and tests specified in the work statement will also be included in the inspection system.
c. Quality Assurance (QA) inspections will be performed by Government personnel at those stages of work necessary to determine conformance with the contract requirements. Generally a QA inspection will be made for each item of work, including growth work, to verify that the work has been completed as specified and the item is ready for testing. In addition, QA inspections will also be made for those initial and in-progress inspections specified in the various specification items. Required inspection points are denoted in the work statement with the words "INSPECTION POINT" in bold letters.
d. The Contractor shall submit after award the quality control assurance program to be utilized to assure the Government that all work conforms to the requirements of the work statement.
The program shall include a list and schedule of all inspections to be made, a list of the Contractor's personnel who will be planning, coordinating, performing or witnessing the inspections and tests and the form to document procedures to be followed by Contractor and Government personnel. A copy of the forms to be used to record the inspections made, the deficiencies noted and corrective actions taken will also be included.
e. The Contractor will notify the Contracting Officer Representative, in writing, at least 12 hours in advance of the time and date of each inspection and test. If the Government Inspector is not present at the scheduled time, the Contractor will proceed with the inspection or test and document the results as required herein. If the scheduled inspection is to verify completion of an item of work, the notice will include a signed certification that all materials and workmanship meet all requirements of the work statement, that all work has been satisfactorily completed and the item is ready for inspection.
f. Any defects in workmanship or material will be remedied by the Contractor at no additional cost to the Government, and fully re-tested. Witnessing tests and inspections by the Government Inspector and signing of related documentation does not constitute acceptance of the item, and does not relieve the Contractor of the responsibility of assuring that the work and material conform to the requirements of the work statement.
g. A copy of the inspection documentation, duly signed by the Contractor and Government Inspectors (including U.S. Coast Guard and ABS Inspectors, when applicable) will be furnished to the Contracting Officer Representative within 48 hours after each inspection and/or test.
Payment for each item, including growth work, will be contingent on receipt by the Contracting Officer Representative of the Completion Report recording the specific work accomplished, date(s) work was done and the shop or craft performing the work. No item shall be considered 100 percent complete on the progress report, until this report, signed by the Government Inspector, has been submitted to the Contracting Officer Representative.
h. Work subcontracted and performed away from the shipyard is also covered by this inspection system. The prime Contractor cannot delegate the authority to witness or perform, and sign for tests and inspections conducted away from the shipyard, without written approval of the Contracting Officer Representative. If the Subcontractor has an established Quality Control program with designated organization element and personnel, the prime Contractor may designate an appropriate individual in that organization as his authorized representative and complete the testing and inspection report as described above. Such designation shall clearly indicate that the individual is an employee of a Subcontractor and shall be subject to the approval of the Contracting Officer Representative. The Government Inspector will witness tests and make inspections at the Subcontractor's plant in accordance with Paragraphs (c) and
(e) above.
i. Upon satisfactory completion of items of these specifications performed by any Subcontractor, the Prime Contractor will furnish the Contracting Officer Representative an exact reproduced copy of each completed testing and inspection report relative to that item in accordance with Paragraph (g) above.
E-2 DETAILED INSPECTIONS AND CONDITION REPORTS.
a. Many items in the performance work statement call for a detailed inspection and a written report to be submitted to the Contracting Officer Representative. Each particular item will specify which areas are to be inspected and by whom, whether it be the Contractor or a Subcontractor. Every report shall include, but is not limited to: (a) what was inspected, (b) condition of item inspected, (c) recommendation of repairs and/or replacement. All costs incurred for these services shall be reflected in each particular bid item.
b. Unless otherwise specified herein, the items that require inspection by the Contractor with written report to be furnished to the Contracting Officer Representative must be completed within ten (10) days after vessel enters shipyard. The Contractor shall furnish the written reports for these items within 48 hours after each inspection.
E-3 QUALITY OF ARTICLES, MATERIALS AND EQUIPMENT.
a. Where articles, materials and equipment are required to conform to standard specifications or test of Government or other authorities incorporated by reference, they will conform to the respective editions, including amendments specified.
b. Any samples and descriptive data required shall:
(1) Be submitted within the time specified in these specifications, or, if not specified, within a reasonable time before use to permit inspection and testing.
(2) Be shipped prepaid and delivered, as specified in these specifications, or as directed by the Contracting Officer.
(3) Be marked to show the name of the material, trade name of manufacturer, place of origin, name and location of the project where the material represented by the sample is to be used, and the name of the Contractor submitting the sample.
(4) Samples not subjected to destruction tests may be retained until completion of the work but thereafter will be returned to the Contractor, if he so requests in writing, at his own expense.
Failure of any sample to pass the specified requirements will be sufficient cause for refusal to consider further any samples from the same manufacturer whose materials failed to pass the tests.

SECTION F
DELIVERIES AND PERFORMANCE
F-l DELIVERY OF VESSEL. The Government shall deliver the vessel to the area in front of the Contractor's drydock. For the purpose of computing the Contract time, the closest hour that the vessel is placed in control of the Contractor's tug boat, or delivered by the Government to the Contractor's shipyard, shall be considered as time of commencement. Pilot and Tug services to be provided under the performance work statement, part 2 – scope of work, item 001.
F-2 RETURN OF THE VESSEL. Contractor shall coordinate and complete the various items of work in sufficient time to allow for aligning and starting up the support systems needed for dock trials. After the dock trial, the contractor shall provide a wet berth for the ship to take on the fuel offloaded prior to drydocking. After all repairs and trials are completed, the Government shall accept return of the vessel at the wet berth where the dock trial was performed. Upon the ship departure, Pilot and Tug services shall be provided under the performance work statement, part 2 – scope of work, item 001.
The time of returning the vessel to the Government shall be the closest hour after acceptance of the vessel by the Government.
F-3 DELIVERY SCHEDULE. The work will be completed within twenty-one (21) calendar days after delivery of the dredge (see F-1) to the Contractor.
F-4 COMMENCEMENT, EXECUTION AND COMPLETION.
a. The Contractor shall be required to commence work under the Contract immediately upon delivery of the vessel to him, to execute the work with diligence and to complete the work within the time stated in the Contract.
F-5 SCHEDULE AND PROGRESS OF WORK. Each prospective Contractor shall submit with his bid a schedule for accomplishing all work. The schedule shall include a bar chart for each item, including unit price items, and shall show start and completion date of all items, including dock trials. The chart shall indicate the order in which the Contractor proposes to accomplish all work. Items shall be scheduled for earliest possible completion, commensurate with good ship repair practice and availability of materials.
Physically meet with the Contracting Officer Representative daily to discuss progress, problems and forthcoming schedule requirements. If, in the opinion of the Contracting Officer, the Contractor falls behind the progress schedule, the Contractor shall take such steps as may be necessary to improve his progress and the Contracting Officer may require him to increase the number of shifts and/or overtime operations, days of work, and/or amount of plant and to submit such supplementary schedules in chart form as may be deemed necessary to demonstrate the manner in which the agreed rate of progress will be regained, all without additional cost to the Government.
Failure of the Contractor to comply with the requirements of the Contracting Officer under this provision may be grounds for determination by the Contracting Officer that the Contractor is not executing the work with such diligence as will insure completion within the time specified.
Upon such determination, the Contracting Officer may terminate the Contractor's right to proceed with the work, or any separable part thereof, in accordance with Clause 252.217-7009, DEFAULT.
F-6 PROTECTION OF MATERIAL & WORK. At the beginning of the contract period, a jointly conducted condition survey shall be made of the entire vessel, including all machinery, piping, decks, bulkheads, overheads, hopper areas, electrical wiring and fixtures, and the condition of all equipment and areas recorded in a written report submitted to the Contracting Officer Representative. At the conclusion of the repair work and prior to dock trials, the joint condition survey will be conducted again and any damages or disturbed conditions noted on the vessel but not recorded on the initial survey will be repaired by the Contractor at his expense.
The interior house deck at the upper deck level must be swept clean daily since this deck shall be used to enter/exit the engine room and auxiliary machinery room. Notes: The contractor shall clean all grease and other contamination caused by his workers. The upper deck passageways shall be mopped and bulkheads wiped clean prior to vessel departure.
