About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 22 is extending a sole-source contract to Marquis Solutions, LLC (SDVOSB) for emergency bridge shuttle and valet services at VA Long Beach Healthcare System for four months with a total estimated value of $717,272.
The extension under existing contract 36C26226P0993 is authorized under VAAR 819.7008 (non-competitive awards to certified SDVOSBs up to $5 million) and statutory authority 41 USC 3304(a)(5) and 38 U.S. Code 8127(c). The rationale is mission-critical continuity: a GAO protest (B-424859) filed September 23, 2026, challenges an award decision announced September 22, 2026, for a new base plus four option year contract under Solicitation #36C26226Q0512. This extension maintains uninterrupted transportation support pending resolution of the protest. The services—continuous shuttle operations throughout the campus and associated parking areas using buses and carts, plus full valet parking—help Veterans safely access the medical center and minimize barriers to care. Performance extends to January 31, 2027. The extension utilizes four of six months available under FAR Clause 52.217-8 (Option to Extend Services) and is structured as Firm-Fixed Price. The Contracting Officer determined anticipated costs fair and reasonable based on proposed rates, historical pricing, Independent Government Cost Estimates, and prevailing market rates. Prior market research confirmed adequate SDVOSB competition exists for these services.
