About this opportunity

The U.S. Army Corps of Engineers Portland District seeks one new 150kW diesel generator set meeting EPA Emergency Standby Power specifications, with quotes due June 24, 2026 at 5:00 PM Pacific Daylight Time and questions due June 15 at 5:00 PM PT. This procurement is a Total Small Business set-aside under NAICS 335312 (Motor and Generator Manufacturing, 1,250-employee size standard).

Place of performance is the Cougar Adult Fish Collection Facility at Cougar Dam, Blue River, Oregon. Delivery must occur within 10 weeks of award receipt, Monday through Thursday 0800–1600 hours, coordinated through Jake Moore at the facility. The generator must be configured for 480/277 Volt, 3-Phase, 4-wire service with an EPA-certified 150kW rating at 1,300 feet elevation. Critical physical constraints include maximum dimensions of 165 inches length, 45 inches width, and 99 inches height, with operational width plus maintenance clearance not exceeding 85 inches total to accommodate adjacent walls and door opening. The sound-attenuated galvanized steel enclosure must limit noise to 79 dBA at 23 feet and meet ASTM B117 salt spray corrosion requirements. The generator requires a factory-integrated dual-wall UL 142-listed fuel tank with 402-gallon capacity (395 usable gallons), low-level and leak detection systems, Modbus RS-485 SCADA interface, UL 2200 certification, and seismic certification to IBC standards (Seismic Design Category D, Site Class D, Importance Factor 1.5). Deliverables include a 5-year/2,500-hour comprehensive extended service coverage plan with warranty from the original engine manufacturer, on-site commissioning and testing by a factory-certified technician, operator training, technical drawings, operation and maintenance manuals, two sets of special tools and filters, and proprietary OEM engine diagnostic software with 5-year pre-paid license compatible with Windows 10/11 (64-bit). Lead time is 10–12 weeks. Contractor bears transportation costs with FOB destination terms. Evaluation applies Factor 1 (technical acceptability against mandatory salient characteristics) and Factor 2 (price completeness and reasonableness); award goes to the technically acceptable quote with lowest evaluated price. Amendment 1 (June 17) updated the Engine Diagnostic Software and Hardware section of the Purchase Description; quotes must include the amended solicitation signed and dated. Questions and quotes are submitted via email to consuelo.j.kiser@usace.army.mil with copy to Darrell.d.hutchens@usace.army.mil.
