About this opportunity
The Department of Health and Human Services has published a Special Notice announcing its intent to award a sole source contract for three Teledyne Princeton Instruments ProEM-HS:512BX3 high-sensitivity Electron Multiplying Charge-Coupled Device (EMCCD) cameras. This is not a competitive solicitation but rather a notice of intent to award under the simplified acquisition threshold authority outlined in FAR subpart 13.106-1(b)(1)(i). The procurement is classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and PSC code 6640 (Laboratory Equipment and Supplies). The notice was posted on April 3, 2026, with a response deadline of April 8, 2026. The government has determined that only one source is reasonably available for this requirement based on the circumstances of the procurement.
The objective of this sole source contract is to acquire replacement EMCCD cameras, including manufacturer-provided cables, power supplies, and interface components, to restore full operational capability of the Optical Microscopy Core's custom-built Tri-color single-molecule tracking (SMT) microscope system. This specialized HILO platform supports single-molecule imaging and tracking research for multiple cancer research projects, and the replacement cameras must maintain compatibility with existing hardware integration and current control software to preserve continuity with legacy datasets and avoid costly re-engineering and revalidation efforts. Although this is not a formal request for competitive quotes, interested parties may submit responses within five calendar days of publication demonstrating clear and convincing evidence that competition would be advantageous to the government. Responses will be evaluated solely to determine whether pursuing additional competition is warranted. Contractors must demonstrate the capability to supply the specified equipment with the required accessories and technical compatibility to support the existing microscope system.
