About this opportunity

The National Institute of Child Health and Human Development (NICHD) within NIH is conducting market research to identify small businesses for a Research Coordinating Center supporting the EmbraceHEALTH Clinical Research Network, with capability statements due November 23, 2026, at 4:00 PM Eastern. The Set Aside field reads "No Set-Aside Used," but the notice states that, based on capability statements received, the acquisition "may be solicited as a small business set-aside." Only organizations that qualify as small under NAICS 541715 (1,000 employees or fewer, including applicable affiliates) should respond. The attached file names NIMHD as the issuing office. The anticipated vehicle is an IDIQ with a period of performance of approximately five years, with coordination activities specified by task order. The network will comprise approximately five Research Consortia and one Research Coordinating Center, with participating sites in rural and urban areas across the United States and territories. The contractor must establish a Network Operations Plan, coordinate single Institutional Review Board arrangements, establish Data and Safety Monitoring Boards, facilitate data harmonization to NIH SCHARE, and support study startup, recruitment, adverse event reporting, close-out, and transition of activities as directed by NIMHD. Respondents must demonstrate multi-site clinical research network experience, expertise in clinical research methodology, biostatistics, epidemiology, data science, and informatics, access to FISMA-compliant data systems, and Section 508-compliant website infrastructure. Biospecimen repository capacity is required, but direct capacity is not required if subcontracting arrangements are identified. Capability statements go to Jordan Neal (jordan.neal@nih.gov) and Gannon White (gannon.white@nih.gov). The notice is for planning purposes only and does not obligate the Government to award a contract or provide feedback on submissions.
