About this opportunity

The Department of State's Embassy in Mbabane, Eswatini, has issued a Limited / Sole Source Justification Notice for a Central Alarm Monitoring System (CAMS) contract to provide 24/7 monitoring of residential alarm systems for U.S. government-owned or leased properties. The single-source contract, awarded to Max Enterprises on November 1, 2024, requires close coordination with the Local Guard Force (LGF) contractor to ensure immediate notification and response when alarm systems are activated or experience malfunctions. The justification for the sole-source award stems from the critical need for seamless communication between the alarm monitoring provider and the LGF contractor to enhance life safety services for U.S. diplomats and support staff. The estimated contract value is $46,100 USD (to be paid in local currency Emalangeni), which includes option years and potential VAT reimbursement. The contract falls under the Security Systems Services NAICS category and covers the provision of miscellaneous alarm, signal, and security detection systems, with the primary goal of ensuring rapid emergency response capabilities for assigned diplomatic personnel.

Notice text

The requirement is to provide a central point to monitor the residential alarm systems and when an activation or malfunction of the alarm occurs, immediate notification is passed to the Local Guard Force (LGF) contractor to respond to the alarm both telephonically and with the dispatch of the MP to provide a physical presence at the residence. These services will be provided to all residential properties either owned or leased by the USG (Embassy Mbabane). This contract provides life safety services to US Diplomats assigned and housed by the USG.

The estimated value for the entire period of performance is an estimated $ 46,100 USD (estimated amount due to contract being in the local currency, Emalangieni – and there will be eventual VAT reimbursement), including option years of service. These services require close coordination and immediate contact with the LGF contractor who then responds with the MP assets supplied through the LGF contract. This allows the RSO Office of to provide 24/7 monitoring of the residential alarms systems, therefore increasing the emergency response capabilities are provided to the assigned and housed US Diplomats and support staff.

This contract requires constant and close coordination with Post, the personnel that install the residential alarm systems, and more critically, with the LGF and MP contractor. This last communication factor is a key factor to the contract.
