About this file
This single source justification document from the Department of State's Embassy Mbabane (Eswatini) outlines the rationale for awarding a Central Alarm Monitoring System (CAMS) contract to Max Enterprises without competition. The contract covers monitoring of residential alarm systems for U.S. government-owned or leased properties and coordination with Local Guard Force (LGF) and Mobile Patrol (MP) services for alarm response.
The justification cites life safety requirements and the critical need for immediate communication between the alarm monitoring provider and LGF contractor as key reasons for sole sourcing to Max Enterprises, who is also the current LGF contractor. The contract value is estimated at $46,100 USD (paid in local currency Emalangeni), including option years and VAT reimbursement. The document is signed by Regional Security Officer Brian Lomax and Contracting Officer Scott McDow in January 2025. The related contract (19WZ6022C00001) was awarded on November 1, 2024.

SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED ACQUISTION
THRESHOLD
SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY
Department of State Contracting Activity
Requiring Activity ☒ Overseas Post – Embassy Mbabane
SECTION 2: NATURE
AND/OR DESCRIPTION
OF THE ACTION BEING
APPROVED
Diplomatic Security (DS), through the Regional Security Officer (RSO) Office, contracts for the monitoring of residential alarm systems (referred to herein as the CAMS contract) to alert the Mobile Patrol (MP) of required responses to alarm activations or malfunctions.
Approval is requested to award on a sole source basis to Max Enterprises for the services described in Section 3 on behalf of the Requiring Activity.
SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS
The requirement is to provide a central point to monitor the residential alarm systems and when an activation or malfunction of the alarm occurs, immediate notification is passed to the Local Guard Force (LGF) contractor to respond to the alarm both telephonically and with the dispatch of the MP to provide a physical presence at the residence. These services will be provided to all residential properties either owned or leased by the USG
(Embassy Mbabane). This contract provides life safety services to US Diplomats assigned and housed by the
USG.
The estimated value for the entire period of performance is an estimated $ 46,100 USD (estimated amount due to contract being in the local currency, Emalangieni – and there will be eventual VAT reimbursement), including option years of service. These services require close coordination and immediate contact with the
LGF contractor who then responds with the MP assets supplied through the LGF contract. This allows the RSO
Office of to provide 24/7 monitoring of the residential alarms systems, therefore increasing the emergency response capabilities are provided to the assigned and housed US Diplomats and support staff.
This contract requires constant and close coordination with Post, the personnel that install the residential alarm systems, and more critically, with the LGF and MP contractor. This last communication factor is a key factor to the contract.
SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN
FULL AND OPEN COMPETITION
In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:
☒ Other – Due to the life and safety aspect of the response of the LGF MP to any alarm activation, it is necessary that the vendor and the LGF contractor have immediate communications. Due to the local business situation, both in terms of expertise and competitive climate, the only viable vendor available to provide the services at a response time that would meet security standards, would be the same vendor as the LGF contractor.
SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY
CITED
After surveying the available expertise to provide these services, it has been found that the only sources that would adequately provide these services would be a security company (i.e., company providing local guard services). Due to the criticality of these services, it would be unacceptable to place them to a different vendor than the one supplying the guard services, as now a competitor would have the ability to affect the response times of a rival. In the local market, this benefit would likely be exploited to create greater opportunity to capture the LGF contract as well – this is a market with only a few providers and a very limited range of commercial customers, making this contract and the LGF contract very attractive prospects.
Due to the expertise in the security field required to analyze and determine the capabilities and expertise of the local guard force companies, the RSO Office has conducted multiple studies to determine these highly critical elements of this type of service provider, both in the past and on an ongoing basis. This is necessary due to the importance of the services and the consequences of them being inadequate or failing.
As such, the most capable and proficient provider was chosen as the successful bidder of the LGF contract.
This is the current vendor, Max Enterprises, of the LGF contract and the only viable source for providing this associated service. The importance and life safety aspect these services provide for and protect, make this the only reasonable choice when making the decision of the provider.

TO THE GOVERNMENT IS FAIR AND REASONABLE
