About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) intends to award a sole-source contract to Elsevier B.V. for ScienceDirect subscription and open access publishing services, with a response deadline of August 19, 2026. NOAA will not compete this procurement; the agency is using the authority of 41 U.S.C. 1901 to justify noncompetitive award.
The requirement covers online full-text archival access to 33 peer-reviewed scientific journals and the Freedom Collection for the NOAA Library Network (16 libraries) and NOAA facilities without servicing libraries, providing NOAA-wide access. The subscription also includes several monographic series titles for select library locations. These titles are available exclusively from Elsevier via ScienceDirect and are essential to NOAA research operations.
The contract includes a 12-month base period and four optional 12-month periods, with subscription access running January 1 through December 31 of each contract year, commencing in 2027. The Government has set an acquisition ceiling of up to $9 million under SAP authority, authorized by RFO 12.201-1.
Although NOAA intends sole-source award, the pre-solicitation notice invites any firm believing it can meet the requirement to submit written notification to the Contracting Officer. The Government will consider such responses solely to determine whether to conduct a competitive procurement; the final decision to compete remains within agency discretion.
