About this opportunity

NAVSUP Fleet Logistics Center Norfolk intends to procure e-Journal Subscription Services from Elsevier, Inc. for the United States Naval Academy's Nimitz Library through a sole source acquisition under FAR Part 13 Simplified Acquisition Procedures. The procurement will utilize a commercial firm-fixed-price purchase order to renew current e-journal subscription services that provide engineering data and scholarly articles essential for the Academy's educational mission and faculty research requirements. The government has justified the sole source approach under FAR 6.302-1, citing that only Elsevier can provide the unique intellectual property and scholarly databases necessary to meet the Academy's specific educational and research needs. The original solicitation due date of August 5, 2025 has been extended through Amendment N0018925Q0423-P0002 to August 12, 2025. The procurement falls under NAICS code 513210 for Software Publishers and PSC code 7A21 for IT and Telecom Business Application Software.

This procurement does not utilize any set-aside designations and is structured as a sole source acquisition with Elsevier, Inc. as both the incumbent provider and the only intended contractor for negotiation. While specific award values are not disclosed in the available documentation, the contract represents a renewal of existing e-journal subscription services, suggesting an ongoing relationship with established pricing structures. The procurement timeline involves renewal of current subscription services, though specific contract performance periods are not detailed in the solicitation materials. Performance will take place at the Naval Academy in Annapolis, Maryland, where the Nimitz Library will utilize the subscribed scholarly databases to support the institution's academic and research activities.
