About this opportunity

The Federal Emergency Management Agency (FEMA), Logistics Operations Division, is soliciting quotes for eleven 4-wheel portability kits compatible with Kubota GL7000 and GL11000 diesel generators to support field operations during disaster response missions. These kits are designed to enhance the mobility and transportability of 11KW generators in austere work environments, featuring extra-wide tires for stability, front axle steering, and tow hooks for easy maneuvering. The procurement requires vendors to submit comprehensive quotes including company information, manufacturer details, unit pricing, total pricing, and a clear photograph of the proposed item, with failure to provide adequate imagery potentially resulting in nonresponsive offers. FEMA will evaluate all submissions using a Lowest Price Technically Acceptable (LPTA) methodology, first assessing technical acceptability against Statement of Work requirements and the vendor's demonstrated ability to deliver within 60 calendar days, with price serving as the secondary evaluation factor. Quotes must be submitted by December 29, 2025, at 11:00 AM Eastern Time, with this Request for Quote (RFQ 70FB8026Q00000011) replacing a previously cancelled RFQ issued under an incorrect NAICS code.

This procurement is designated as a Total Small Business set-aside, restricting competition to small business entities and classified under NAICS code 333998 (All Other Miscellaneous General Purpose Machinery Manufacturing). No incumbent contractor or award value is specified in the solicitation documents. The contract is structured as a firm fixed-price agreement with delivery required within 60 calendar days after award to the Department of Homeland Security facility located at 501 West Felix Street in Fort Worth, Texas 76115. Prior to delivery, the contractor must coordinate with the Government Point of Contact, and any uncoordinated deliveries will be rejected at the contractor's expense and must be resubmitted. The relatively short solicitation window and delivery timeline underscore the urgency of FEMA's operational needs for these mobility solutions in support of disaster response and field staging operations.
