About this opportunity
The Naval Sea Systems Command (NAVSEA) is preparing to solicit a contract for comprehensive elevator support services for U.S. Navy vessels, including engineering support, maintenance, operator training, and technical repair support for shipboard elevators, cargo handling equipment, and associated systems on Aircraft Carriers (CVN) and Amphibious Ships. The work will be performed onboard Navy vessels located worldwide, with major locations including Norfolk, VA; San Diego, CA; Bremerton, WA; Everett, WA; and Yokosuka, Japan. The contract will be structured as a full and open competition using an Indefinite Delivery/Indefinite Quantity (IDIQ) format with Cost Plus Fixed Fee (CPFF) Level of Effort Contract Line Item Numbers. To participate, vendors must complete a DD Form 2345 (Militarily Critical Technical Data Agreement) signed by both U.S. and Canadian representatives to receive For Official Use Only (FOUO) data related to the solicitation. The formal solicitation is expected to be released in July 2025, with this pre-solicitation notice serving as a 15-day synopsis to industry in accordance with FAR 5.201.
This opportunity does not include any set-aside designations and will be awarded to a single contractor through competitive selection. The contract will feature a five-year ordering period with work identified and ordered through written task orders covering inspections, examinations, and analyses to provide guidance on maintenance, planning, and repair of elevator machinery and supporting systems. The contract structure utilizes Cost Plus Fixed Fee Level of Effort pricing, though specific award values or budget ranges are not disclosed in this pre-solicitation notice. The work scope encompasses multiple types of Navy vessels including CVNs, LPDs, LHDs, LHAs, and LSDs, indicating a substantial operational requirement across the Navy's fleet. No current incumbent contractors are identified, and the timeline shows the formal solicitation release planned for July 2025 following this 15-day industry notice period.
Notice text
This is a 15 day synopsis notice to Industry in accordance with FAR 5.201, in anticipation of a future contract award. The Naval Sea Systems Command (NAVSEA) is preparing a solicitation for the procurement of engineering support, maintenance and operator training, technical and repair support to accomplish specific requirements for the overhaul, modernization and repair of shipboard elevators, cargo handling equipment and associated systems installed within U.S. Navy Aircraft Carriers (CVN) and Amphibious Ships. It is expected that the labor force for this contract will be performing onboard U.S. Navy vessels (CVNs, LPDs, LHDs, LHAs, and LSDs) located around the world. Major locations include Norfolk, VA; San Diego, CA; Bremerton, WA; Everett, WA; and Yokosuka, Japan. This list of locations is not all-inclusive and there may be work requirements in other locations.
NAVSEA intends to solicit this subject requirement as a full and open competition utilizing an Indefinite Delivery/ Indefinite Quantity (IDIQ) contract that utilizes Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) Contract Line Item Numbers (CLINs). The contract will have a five (5) year ordering period.
This will be a competitively awarded contract resulting in selection of a single contractor to perform inspections, examinations and analyses in order to provide guidance in the areas of maintenance, planning and repair as requested on elevator machinery and supporting systems. Work under this contract shall be identified and ordered via the issuance of written task orders.
To facilitate early potential offeror involvement, the Navy recommends that interested vendors complete a DD Form 2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT, see blank sample attached) which must be signed by both a US and Canadian representative. A fully executed version is required to receive any FOUO data related to this upcoming solicitation. An existing DD Form 2345 that is not expired will also be accepted. Vendors must ensure that the data custodian of record is still valid along with an up to date email address, as that is the ONLY individual approved to receive any FOUO data.
Please send the DD Form 2345 copy to Mr. Tyler Pacak at tyler.p.pacak.civ@us.navy.mil. Upon verification that the requestor is a bona fide U.S. Department of Defense contractor familiar with the procedures to handle technical data packages that may include limited distribution information, the FOUO data associated with the solicitation may be distributed via DoD Safe or secure email once the solicitation has been posted to beta.sam.gov. Please attach the following information in your email request, along with the DD Form 2345: CAGE Code, Contracts/Business Vendor POC (if other than the data custodian), which include a current email address and phone number. All correspondence must be in writing to the Navy POC listed (Mr. Tyler Pacak).
This notice of intent is not a request for competitive proposals. No response is required at this time. Please expect a formal solicitation in the July time period.
