About this opportunity
The Federal Aviation Administration's Southwestern Region is conducting a market survey to determine capacity for a potential elevator modernization project at Salt Lake City Airport Air Traffic Control Tower (SLC ATCT), with responses due by September 4, 2026. The FAA intends to use survey results to evaluate whether adequate competition exists to set this procurement aside for small businesses, service-disabled veteran-owned small businesses, or SBA 8(a)-certified firms; the competitive posture and vehicle have not been determined at this stage.
The project encompasses complete modernization of two elevators serving the 328-foot ATCT tower at 1201 North Temple, Salt Lake City, Utah. The primary elevator is a 1999 gear-traction tower lift serving 23 levels; the secondary is a hydraulic base building elevator serving floors 1–2. Both must be brought into compliance with ASME A17.1 Safety Code for Elevators and Escalators. Scope includes replacement of controllers, hoistway components, wiring, traveling cables, limit switches, drive machines, governors, safety systems, car structures, and cabs with LED lighting and stainless steel ceilings; integration with the existing fire life safety system; asbestos identification and safe handling; and sump pump replacement in elevator pits.
Work must meet FAA Specification 1217 for electrical work and FAA Standard 019 for grounding and bonding, with contractor responsibility for fire alarm panel compatibility upgrades, HVAC modifications as needed, and all permits and third-party independent inspections. The contractor must provide on-site technician presence for five business days post-completion, 24/7 emergency service response and telephone monitoring during the warranty period, and careful removal of salvage items as FAA property. Responses to this market survey are informational only; no solicitation documents are currently available. All survey submission costs are the vendor's responsibility.
Notice text
The Federal Aviation Administration, Eastern Service Area, is conducting a Market Survey/Request for Information to gain understanding of the current marketplace and to identify responsible, capable sources. Responses to this market survey will be used to determine if there is adequate competition to set this requirement aside for Small Businesses. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1 for the purpose of soliciting statements of interest and capabilities from interested vendors. This survey will be utilized for acquisition planning, as well as to determine if there are any responsible small businesses capable of performing this project.
This Market Survey is for the Elevator Modernization, Salt Lake City Airport Air Traffic Control Tower (SLC ATCT) Salt Lake City, Utah, 84116.
All responses to this market survey will be used for informational purposes only. This is not a Request for Proposal. The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals at this time. Presently, the nature of the competition has not been determined. Upon solicitation the FAA may decide to do a full and open competition or set aside all or part of the procurement for Small Businesses (SB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the 8(a) Program.
All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received in response to this Market Survey. Therefore, any costs associated with Market Survey submissions will be solely at the interested vendor's expense.
SECTION I: DESCRIPTION OF WORK TO BE PERFORMS:
PROJECT DESCRIPTION:
The elevators that serve the Federal Aviation Administration’s (FAA) Air Traffic Control Tower (ATCT) (1201 N 4000 W, Salt Lake City, Utah, 84116) at the Salt Lake City (SLC) Airport were commissioned in 1999. There is one elevator serving the tower (gear traction elevator) and another serving the base building (hydraulic elevator). The tower elevator is the primary means of vertical transportation up and down the tower and is the only elevator that serves the ATCT. The ATCT is 328-ft above ground level (AGL) and the tower elevator services 23 levels.
The base building elevator, used by facility staff who cannot use the stairs, is also in need of repair. The base building elevator only serves the first and second floor of the base building. Both elevators are accessible by the link connecting the tower and base building facilities.
These elevators are in operational condition but see frequent outages. The project must bring both elevators up to the most recent version of the American Society of Mechanical Engineers (ASME) A17.1 elevator code.
SCOPE OF WORK
The contractor must perform a professional assessment to identify all deficiencies of each elevator, followed by a modernization (alteration) of each elevator and elevator components in accordance with the latest edition of the ASME A17.1 “Safety Code for Elevators and Escalators” to maximize the life expectancy of each elevator plant.
Currently the Specifications and Drawings are not available for posting. However, a Draft Summary of Work is provided as an attachment.
The anticipated period of performance is 180 CALENDAR DAYS.
The estimated price range is between $1,000,000.00 and $5,000,000.00.

Provide detailed information and past performance information for at least three (3) previous contracts including program title, customer name, project dates, project value, customer point of contact email address, and description of work performed.
c. Respondent’s access to additional resources, skills, subcontractors, etc, if necessary to perform the contract. If subcontracting, teaming, or partnering arrangements are anticipated, those arrangements must be identified, as well as the estimated percentage of the total effort that each subcontractor, partner, or team member will provide of the total effort.
