The U.S. Department of Agriculture, Agricultural Research Service, South East Area, has a requirement for the modernization of five (5) elevators located in the U.S National Poultry Research Center, Richard Russell Center (RCC) Building at 950 College Station Road, Athens, GA 30605.
Construction work effort includes, but is not limited to the complete modernization of four (4) electric traction passenger elevators and one (1) electric traction freight elevator targeting the following work: Commercial, standard gearless traction passenger elevators. Commercial, standard geared electric traction freight elevator. Gearless drive machine refurbishment. Elevator car and hoistway signal equipment. Operation and control systems. Accessibility provisions for physically disabled persons. Electrical upgrades. Builder's work, e.g., patching, painting, etc. In addition; Services will be included with pricing required capturing a 12-month Operations & Maintenance Service initiative to cover the construction warranty period. Pricing for this service effort shall be broken out to identifying a per elevator cost by month and the extended price shall be determined based on the award of base and option elevator modernization items.
Period of Performance (PoP): The Contractor shall provide a detailed project schedule for execution of the modernization work. In addition; the USDA considers the PoP negotiable and will require any/all offeror(s) to propose their recommended PoP for each of the respective construction contract line items. Once a PoP timeline has been agreed upon a Notice to Proceed (NTP) will be issued reflecting the corresponding consecutive calendar day completion time-line.
The source selection type will be Best Value utilizing a labor saving approach to Lowest Price Technically Acceptable (LPTA) with no trade-offs. This non-traditional LPTA methodology allows the Government to select the lowest priced technically acceptable offer without evaluating the technical acceptability of all received proposals as this agency intends to make award without discussions. Evaluating the technical acceptability of other proposals would not benefit the Government as the results would not affect the competition outcome. The NAICS Code for this procurement is 238290 Other Building Equipment Contractors. Small Business Size Standard is $15.0 million. It is anticipated award will result in a single award, firm fixed-price contract. The project magnitude of this construction project is between $500,000 and $1,000,000. This solicitation will be a Request for Proposals (RFP) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-94. Solicitation No. AG-32SC-S-17-0012 is anticipated that the solicitation package will be at the Federal Business Opportunities (FedBizOpps) at www.fbo.gov on or about 6 March 2017. Paper copies will not be issued. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. The proposed offer due date and site visit will be identified within the solicitation. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. This project is a total set aside for small businesses.
